RESOLUTION NO. 539
A RESOLUTION TO THE CITY COUNCIL OF THE CITY OF EDMONDS RECOMMENDING
APPROVAL OF A PROPOSED AMENDMENT TO SECTION 12.14.020(3)(e) OF THE ZONING
ORDINANCE RELATING TO SCREENING DEVICES IN PARKING AREAS, AS SET FORTH IN
EXHIBIT "A" ATTACHED. (FILE #ZO-20-76)
WHEREAS, the Planning Commission of the City of Edmonds pursuant
to proper notice and publication, held a public hearing on a proposal to
amend the Zoning Ordinance Section 12.14.020(3)(e) relating to screening
devices in parking areas; and
WHEREAS, the present code is ambiguous as to intent for adminis-
tration; and
WHEREAS, the Amenities Design Board was established to review
plans in regard to parking areas; and
WHEREAS, screening of said parking areas is appropriately a
determination by the Amenities Design Board; and
WHEREAS, screening requirements for each parking area will
depend on the surrounding conditions; and
WHEREAS, the proposed amendment is necessary to promote the
public health, safety and general welfare of the community; and
WHEREAS, there is a finding of no significant adverse environ-
mental impact on the proposed amendment; now, therefore
BE IT RESOLVED that the Planning Commission recommends and
forwards to the City Council of the City of Edmonds, that the proposed
amendment to Section 12.14.020(3)(e) of the Zoning Ordinance relating to
screening devices in parking areas, as set forth in Exhibit "A" attached
hereto, be adopted.

AMENDMENT TO SECTION 12.14.020(4)(e) FILE #ZO-20-76
1. Perimeter Areas: Plant meterial installed
in the perimeter planting beds shall be placed close enough
together to form a solid, sight -obscuring screen. Such plant
materials shall attain a minimum mature height of three feet.
Where a parking area abuts a side or rear property line, a four

Zine. A protective curb may be installed two feet away from the
fence or wall. Where an upward slope on the adjoining property
exceeds forty-five percent for a distance of three feet from the
property line, this sign screening requirement may be waived.
This sigh screening requirement may also be waived if the property
adjoining the proposed parking lot contains an approved sight
screening device located on the common border line.
