RESOLUTION NO. 540
A RESOLUTION TO THE CITY COUNCIL OF THE CITY OF EDMONDS RECOMMENDING
APPROVAL OF A PROPOSED AMENDMENT TO THE ZONING ORDINANCE TO ALLOW
TEMPORARY PARKING LOTS AND ESTABLISH TEMPORARY IMPROVEMENT REQUIREMENTS
AS SET FORTH IN EXHIBIT "A" ATTACHED. (FILE #ZO-21-76)
WHEREAS, the Planning Commission of the City of Edmonds pursuant
to proper notice and publication, held a public hearing on a proposal to
amend the Zoning Ordinance to allow temporary parking lots and establish
temporary improvement requirements; and
WHEREAS, there have been inquiries directed to the City regarding
temporary parking lots; and
WHEREAS, the current economic conditions in and around the City
indicate a need for temporary parking; and
WHEREAS, there is a finding of no significant adverse environmental
impact on the proposed amendment; and
WHEREAS, said amendment is necessary to promote the public health,
safety and general welfare of the community; now, therefore
BE IT RESOLVED that the Planning Commission recommends and forwards
to the City Council of the City of Edmonds, that the proposed amendment to the
Zoning Ordinance to allow temporary parking lots and establish temporary im-
provement requirements as set forth in Exhibit "A" attached, be adopted.

12.14.020 H. (h)
(7) ZgMo= Parking Lots: The aforementioned parking Zot
requirements may be waived by the Board of Adjustment when a conditionaZ
use permit is granted for a temporary parking Zot. The conditionaZ use
permit wiZZ be valid for one (1) year with an option to renew for one
(1) more year subject to the foZZowing conditions:
a. The Board of Adjustment determines that there are un-
usuaZ circumstances which necessitate the use of this property as a
parking Zot for a temporary period and therefore justify waiving the
regular improvement requirements.
b. The app Zicant agrees to improve the property and pro-
vide a finished surface which wiZZ not cause a drainage problem nor
present a hazard to pubZic safety, nor deteriorate and/or unduZy in-
crease maintenance on city streets and waZkways.
c. The Amenities Design Board shaZZ review the proposal
and shaZZ recommend any Zandscaping or other screening devices, such as
a wood fence, as it may deem necessary.
d. All construction in the City rights -of -way necessitated
by the temporary parking facilities shaZZ conform to appZicable standards
contained in the City Code.
