RESOLUTION NO. 239
A RESOLUTION TO THE CITY COUNCIL OF THE CITY OF EDMONDS RECOMMENDING
THE APPROVAL OF A PROPOSED AMENDMENT TO THE OFFICIAL ZONING MAP OF SAID
CITY BY DESIGNATING AS SINGLE FAMILY RESIDENCE, LOW DENSITY RS-12 AND
RS-20, THE PROPERTY DESCRIBED IN PLANNING COMMISSION FILE NO. R-10-67.
WHEREAS, the Planning Commission of the City of Edmonds,
pursuant to proper notice and publication, held a public hearing on a
proposed amendment to the Official Zoning Map of said City for
redesignating the real property described in Planning Commission File
No. R-10-67 from Open Space to Single Family Residence, Low Density
RS-12 and RS-20; and
WHEREAS, having made the findings set forth in Exhibit "A"
attached hereto, the Planning Commission determined that the real
property described in Exhibit "B" attached hereto should be redesignated
according to Zoning Classifications for those portions described in
Exhibit "C"; now, therefore,
BE IT RESOLVED by the Planning Commission of said City that
recommendation be and the same hereby is made to said City Council
that the proposed amendment be approved.

EXHIBIT "A"

FINDINGS:
The area surrounding the 120-acre tract is basically developed in
half -acre lots. Citizen initiated public action in the past four
months has resulted in the rezoning from RS-12 to RS-20 of the Talbot
Park area adjoining the west and north sides of the subject tract.
The topography of the area is rough and rolling while some portions
of the subject tract contain gentle slopes and other portions have
steep hillsides. Public untilities (water, phone, and power) serving
the surrounding areas are adequate for very low density urban develop-
ment. The area is not sewered except for the area adjoining the south
line of the tract (L•ID 139, and LID 151 to be completed this year).
As yet no plans have been laid to sewer the areas adjoining the tract
to the east, north, and west. The existing street system in this area
of Edmonds is "rural" in character.
Because of these forementioned characteristics and reasons, it is
determined that the zoning classifications of RS-12 and RS-20 are
appropriate zones for the subject tract.
