Granting the application would do more harm to the City than good
because such action would force the developers of apartment properties
to rush into rapid development of their properties before the effective
date of the rezoning ordinance in order to make good on their invest—
ments. If the area is allowed to develop under the present zoning, a
good quality of development will result which would preserve the
quality of the neighborhood. Also, the reasons given to oppose the
rezone were not sufficient to warrant a change back to single family
zoning. Such a major change to the Comprehensive Plan would shake
public confidence in the Plan.
