Resolution 577PLANNING COMMISSION RESOLUTION NO. 577 A RESOLUTION TO THE CITY COUNCIL OF THE CITY OF EDMONDS RECOMMENDING APPROVAL OF A PROPOSED AMENDMENT TO THE OFFICIAL ZONING CODE TO SPECIFICALLY DELINEATE THE HEIGHT AND DEPTH OF PLANT MATERIAL SCREENING DEVICES AT THE TIME OF INSTALLATION AS SET FORTH IN FILE #ZO-12-77 WHEREAS, the Planning Commission of the City of Edmonds, pursuant to proper notice and publication, held a public hearing on a proposal to amend the Official Zoning Code to specifically delineate the height and depth of plant material screening devices at the time of installation; and WHEREAS, in order to provide adequate screening of parking lots and of buildings, all screening devices should be the required minimum height at the time of installation; and WHEREAS, some plant materials may take one year or longer to obtain the required minimum height and therefore do not provide an adequate screen; and WHEREAS, plant materials should also be spaced in such a manner as to form a solid, sight obscuring screen within a reasonable time period as determined by the Amenities Design Board for the specific plant variety proposed; and WHEREAS, there is a finding of no significant adverse environmental impact on the proposed amendment; and WHEREAS, said amendment is necessary to promote the public health, safety and general welfare; now therefore BE IT RESOLVED, that the Planning Commission recommends and forwards to the City Council of said City, that the proposed amendment to the Official Zoning Code as set forth in Exhibit "A" attached hereto, be approved. The screening devices and planting design shall be as follows: 1. Perimeter areas: Plant material installed in the perimeter planting beds shall form a solid, height - obscuring screen. Such plant materials shall attain-a-mimimtum mature-height-ef be three feet in height when planted. Where a parking area abuts a side or rear property line, a four to five-foot high screening device approved by the Amenities Design Board, shgllbe installed along the property line. As used in this section, screening device may consist in whole, or in part of pZant materiaZ. If plantings are used as any part of the screening device, they shaZZ be a minimum of four feet high when instaZZed and shaZZ be spaced in such a manner as to form a soZid, sight obscuring screen within a reasonable period of time as determined by the Amenities Design 3oard. A protective curb may be installed two feet away from the screening device. There an upward slope on the adjoining property exceeds forty-five degrees for a distance of three feet from the property line, or if an Amenities De- .1sign Board approved screening device already exists on abutting property along the common property line, the City Planner may waive the' requirement for installation of any additional screening. Such waiver shall be reduced to writing, dated, signed by�the Planner and placed in the appropriate Building BepartF.iemt Division or Planning Begartmext Division file. The waiver shall contain a list of reasons why the waiver was granted.
