RESOLUTION NO. 584
A RESOLUTION TO THE CITY COUNCIL OF THE CITY OF EDMONDS RECOMMENDING APPROVAL
OF A PROPOSED AMENDMENT TO THE ZONING CODE TO ALLOW JOINT RESIDENTIAL AND
BUSINESS USE OF BUILDINGS IN BN, BC, AND CW ZONES AS SET FORTH IN FILE ZO-8-77
WHEREAS, the Planning Commission of the City of Edmonds, pursuant to
proper notice and publication, held a public hearing on a proposal to amend
the Zoning Code to allow joint residential and business use of buildings in
BC, BC and CW Zones; and
WHEREAS, there are many buildings in the City with joint business -
residential uses which are now nonconforming to the Zoning Code; and
WHEREAS, there is a need by some persons in the City to live in the
same building as their shop or business is located when it is in a business
zone; and
WHEREAS, Section 301B of the Edmonds Policy Plan states that the
City should encourage a broad range of housing types "in order that a choice
of housing will be available to all Edmonds residents"; and
WHEREAS, the Planning Commission finds that the proposal will increase
the variety of housing opportunities available to the citizens and will meet
a goal of the Policy Plan; and
WHEREAS, there is a finding of no significant adverse environmental
impact on the proposed amendment; and
WHEREAS, said amendment is necessary to promote the public health,
safety and general welfare; NOW THEREFORE
BE IT RESOLVED that the Planning Commission recommends and forwards
to the City Council of said City, the the proposed amendment to the Zoning
Code as set forth in Exhibit "A" attached hereto, be approved.

ZONES
12.13.150 Permitted uses in BN districts. In a BN zone
only the following uses are permitted as hereinafter specifically
provided and allowed by this section, subject to the general pro-
visions and exceptions set forth in this zoning code:

regulated therein except buildings inhere there is a combination of residential
and business use. In such cases the following regulations shall apply: .
(1) Residential density shall be computed at one (1) unit
per Lot provided each Lot contains at Least 6,000 square
feet;
(2) Height shall be — height of the RS districts;
(3) The structure shaZZ comply with the setback and Lot coverage
requirements of the BN zone.
12.13.190 Permitted uses in BC districts. In a BC zone
the following types of uses are permitted as hereinafter provided
and allowed by this section, subject to the general provisions
and exceptions set forth in this title:
(a) Residential; Any use permitted in an R- or BN zone as
regulated therein; except buildings where there is a combination of resi-
dentiaZ and commerciaZ uses. In such cases the foZZowing restrictions shall appllt
(1) The structure shall comply with bulk and dimensional requirements
of the BC zone;
(2) Every 1500 square feet of commercial space, or fraction thereof,
shall constitute one (1) dwelling unit for computation of density;
(3) Density shaZZ be computed according to Section 12.13.130 Less
any units calculated in #2 above.
12.13.230 Permitted uses in CW districts. In a CW zone
only the following uses are permitted as hereinafter specifically pro-
vided and allowed by this section, subject to the general provisions
and exceptions set forth in this zoning code.
