A RESOLUTION TO THE CITY COUNCIL OF THE CITY OF EDMONDS RECOM-
MENDING APPROVAL OF A PROPOSED AMENDMENT TO THE OFFICIAL STREET
MAP AND COMPREHENSIVE THOROUGHFARE PLAN TO RECLASSIFY 240TH STREET
SOUTHWEST BETWEEN HIGHWAY 99 AND 78TH AVENUE WEST FROM "COLLECTOR"
STATUS TO "PUBLIC RESIDENTIAL STREET" STATUS AND REDUCE THE RIGHT-
OF-WAY FROM 60 FEET TO 50 FEET AS SET FORTH IN FILE #CP-3-75
AND ST-4-78
WHEREAS, the Planning Commission of the City of Edmonds,
pursuant to proper notice and publication, held a public hearing
on a proposal to amend the Official Street Map and Comprehensive
Thoroughfare Plan to reclassify 240th Street Southwest between
Highway 99 and 78th Avenue West from "Collector" status to "Public
Residential Street" status and reduce the right-of-way from 60
feet to 50 feet; and
WHEREAS, 240th Street Southwest predominantly serves
single family residences between Highway 99 and 78th Avenue West;
and
WHEREAS, 240th Street Southwest should not be designated
a collector street because it is a circuitous route from Highway
99 to 76th Avenue West which runs through established residential
neighborhoods; and
WHEREAS, the citizens of Edmonds, after study of the
Edmonds Thoroughfare Plan, have recommended in the Edmonds Com-
prehensive Policy Plan that 240th Street Southwest be classified
a residential access street; and
WHEREAS, the right-of-way width of 240th should be
changed from 60 feet to 50 feet to correspond with the residential
access street standard; and
WHEREAS, a 50 foot right-of-way will adequately meet
existing and future circulation and utility improvement needs;
and
WHEREAS, there is a finding of no significant adverse
environmental impact on the proposed amendment; and
WHEREAS, said amendment is necessary to promote the
public health, safety and general welfare; now therefore
BE IT RESOLVED, that the Planning Commission recommends
and forwards to the City Council of said City, that the proposed
amendment to the Official Street Map and Comprehensive Thorough-
fare Plan as set forth in Exhibit "A" attached hereto, be
approved.
