RESOLUTION NO. 593
A RESOLUTION TO THE CITY COUNCIL OF THE CITY OF EDMONDS RECOM-
MENDING APPROVAL OF A PROPOSED AMENDMENT TO THE ZONING CODE TO
AMEND THE SETBACK REQUIREMENTS FOR CORNER LOTS AND FOR ACCESSORY
STRUCTURES, AND AMENDING THE DEFINITIONS OF "CORNER LOT" AND
"FRONT YARD" AS SET FORTH IN FILE #ZO-1-78
WHEREAS, the Planning Commission of the City of Edmonds,
pursuant to proper notice and publication, held a public hearing
on a proposal to amend the Zoning Code to amend the setback re-
quirements for corner lots and for accessory structures, and
amending the definitions of "Corner Lot" and "Front Yard; and
WHEREAS, the term "rear lot line" used in the definit-
ion of "Rear Yard" needs definition to clarify from where the
rear yard is measured; and
WHEREAS, the definition of "Corner Lot" should be amended
to exclude alleys so that front setback requirements cannot be
confused to include setbacks from alleys; and
WHEREAS, a rear yard setback requirement for a corner
lot which also is required to have two front yard setbacks represents
an unreasonable restriction because it substantially reduces
the buildable area of the lot; and
WHEREAS, an amendment to the Zoning Code to eliminate
the rear yard setback requirements and allow only front and side
yards on corner lots will permit the placement of buildings on
lots according to the individual characteristics of the lots;
and
WHEREAS, the administration and time involved in proces-
sing applications for accessory structures should be reduced
to a minimum; and
WHEREAS, the City Staff should be given the authority
to establish the necessary rear yard setbacks for detached garages
and carports due to the individual characteristics of the site
rather than vesting this authority in the Board of Adjustment;
and
WHEREAS, there is a finding of no significant adverse
environmental impact on the proposed amendment; and
WHEREAS, said amendment is necessary to promote the
public health, safety and general welfare; now therefore
BE IT RESOLVED, that the Planning Commission recommends
and forwards to the City Council of said City, that the proposed
amendment to the Zoning Code as set forth in Exhibit "A" attached
hereto, be adopted. `

AMENDMENT TO THE ZONING CODE TO CLARIFY DEFINITION OF FRONT AND
REAR YARD SETBACKS -
12.12.130 "L" terms.
LOT, CORNER. "Corner Lot" means a lot at-the-jtimetiex-of-aad

of two or more streets, exclusive of alleys.
LOT LINE, REAR. "Rear lot line" means a line which is opposite and most
distant from the principal street line or, where a lot does not abut a public
street, the principal access easement.
12..12.260 "Y" terms.
YARD, FRONT. "Front yard" means the required open space extending
from the principal street line or, where a lot does not abut a public street,
the principal access easement to the building line and including the full
width of the lot to its side lines. Front yards, where required, shall
be measured from the building line to the actual or proposed street right-
of-way line, the latter being established by the official street maps set
forth in Chapter 12.03!of this code, whichever is the closer to the
building line.

g. Corner lots shall observe the minimum required front yard setback
from both streets, exclusive of alleys. Lots which abut both a principaZ
street and an access easement may have a front yard setback off both the principal
street and the access easement without a rear yard setback requirement. Corner
Lots with two front yards shaZZ have 2 side yard setbacks and shaZZ not be re-
quired to have a rear yard setback.
