RESOLUTION NO. 594
A RESOLUTION TO THE CITY COUNCIL OF THE CITY OF EDMONDS RECOM-
MENDING ADOPTION OF A PROPOSED AMENDMENT TO THE ZONING CODE TO
CHANGE THE DENSITY COMPUTATION FOR JOINT RESIDENTIAL AND COM-
MERCIAL USE BUILDINGS IN THE BN, BC AND CW ZONES AS SET FORTH
IN FILE #ZO-4-78
WHEREAS, the Planning Commission of the City of Edmonds,
pursuant to proper notice and publication, held a public hearing
on a proposal to amend the Zoning Code to change the density
computation for joint residential and commercial use buildings
in the BN, BC and CW Zones; and
WHEREAS, the existing density calculation has proveri
to be unrealistic in terms of equating every 1500 square feet
of commercial space as one dwelling unit; and
WHEREAS, the existing formula is complicated and difficult
for most people to understand; and
WHEREAS, density in joint commercial and residential
use buildings in the BC and CW Zones can be controlled through
the bulk and dimensional and parking requirements; and
WHEREAS, the density computation in BN Zones should
be changed to prohibit more than one residential unit per lot; and
WHEREAS, there is a finding of no significant adverse
environmental impact on the proposed amendment; and
WHEREAS, said amendment is necessary to promote the
public health, safety and general welfare; now therefore
BE IT RESOLVED, that the Planning Commission recommends
and forwards to the City Council of said City, that the proposed
amendment to the Zoning Code as set forth -in Exhibit "A"
attached hereto, be adopted.

EXHIBIT "A"
Section 1. Section 12.13.150(3) of the Edmonds City
Code is hereby amended to read as follows:
"(3) All uses permitted in RS distracts as regulated
therein. Provided, however as to buildings where
there is proposed to be a combination of residential
and business uses the following regulations shall
apply:
(a) '£here-shall-be-a-mixiaitm-of-67999

One unit per Zot is permitted provided each Zot
contains 6,000 square feet;
(b) Height shall be as regulated in the
RS districts;
(c) The building shall comply with the
setback and lot coverage requirements of the
BN zone".
Section 2. Section 12.13.190(a) of the Edmonds
City Code is hereby amended to read as follows:
"(a) Any use permitted in an R or BN zone as
regulated therein; provided however as to buildings
where there is a combination of residential and
commercial uses, the following restrictions shall
apply:
(1) The building shall comply with the bulk
and dimensional requirements of the BC zone;
