RESOLUTION NO. 595
A RESOLUTION TO THE CITY COUNCIL OF THE CITY OF EDMONDS RECOM-
MENDING ADOPTION OF A PROPOSED AMENDMENT TO THE OFFICIAL ZONING
MAP TO REZONE PROPERTY LOCATED 260 FEET WEST OF HIGHWAY 99,
NORTH OF 228TH STREET SOUTHWEST FROM RML (MULTIPLE RESIDENTIAL,
LOW DENSITY) TO BN (NEIGHBORHOOD BUSINESS) AS SET FORTH IN FILE

WHEREAS, the Planning Commission of the City of Edmonds,
pursuant to proper notice and publication, held a public hearing
on a proposal to amend the Official Zoning Map to rezone property
located 260 feet west of Highway 99, north of 228th Street South-
west from RML (Multiple Residential, Low Density) to BN (Neighbor-
hood Business); and
WHEREAS, the site represents a small pocket of multiple
residential zoning surrounded to the north, south and east by
commercial zoning; and
WHEREAS, the lack of vegetation or other amenities
on the site makes this an undesirable location for residential
uses; and
WHEREAS, the size of the parcel substantially limits
a developer from building a multiple unit residential project
with enough landscaping to buffer the units from the commercial
uses to the east and the noise from Highway 99; and
WHEREAS, the hill to the west of the site provides
a natural separation of the single family uses to the west and
the proposed BN Zoning on the site; and
WHEREAS, the proposed BN Zoning will promote a more
coordinated development of this corner and it conforms with the
Comprehensive Policy Plan; and
WHEREAS, there is a finding of no significant adverse
environmental impact on the proposed amendment; and
WHEREAS, said amendment is necessary to promote the
public health, safety and general welfare; now therefore
BE IT RESOLVED, that the Planning Commission recommends
and forwards to the City Council of said City, that the proposed
amendment to the Official Zoning Map as set forth in Exhibit
"A" attached hereto, be adopted.
