Resolution 291PLANNING COMMISSION RESOLUTION NO. 291 A RESOLUTION TO THE CITY COUNCIL OF THE CITY OF EDMONDS RECOMMENDING AN AMENDMENT TO THE OFFICIAL ZONING ORDINANCE, SECTIONS 12.12.140, 12.12.210, 12.13.030, AND 12.13.110, TO REDEFINE MOBILE HOMES AND TRAILERS AND LIST AS A PROHIBITED USE IN RESIDENTIAL DISTRICTS, IN ACCORDANCE WITH PLANNING COMMISSION FILE NO. ZO-7-68. WHEREAS, the Planning Commission of the City of Edmonds, pursuant to proper notice and publication, held a public hearing on a proposed amendment to the Official Zoning Ordinance, Sections 12.12.140, 12.12,210, 12.13.030, and 12.13.110, to redefine Mobile Homes and Trailers and list as a prohibited use in residential dis- tricts; and WHEREAS, having made the findings set forth in Exhibit "A" attached hereto, the Planning Commission determined that the Official Zoning Ordinance, Sections 12.12.140, 12.12,210, 12,13.030, and 12,13,110, should be amended as set forth in Exhibit "B" attached hereto; now, therefore, BE IT RESOLVED by the Planning Commission of said City that recommendation be and the same hereby is made to the City Council of the City of Edmonds that the Official Zoning Ordinance be so amended. The City staff has considerable difficulty persuading people who desire to occupy such dwellings and vehicles that by exclusion from the stated permitted uses listed in the Zoning Ordi- nance, they are, in fact, a prohibited use. Also, the definition of mobile homes and trailers needs to be improved. EXHIBIT "B" Section 12.12.140 Mobile Home A single family dwelling over 32' in length, assembled complete with household appliances, and transported to a site ready for occupancy. Section 12.12.210 Trailer A vehicle designed for short-term living with self-contained water, electrical, and sanitary facilities, and small enough to be towed by a standard automobile. Section 12.13.030 A. Single -Family Dwelling, but specifically excluding Mobile Homes and Trailers. Section 12.13.070 B. Any primary use permitted in the Single —Family, RS, classification as described and regulated therein, but specifically excluding Mobile Homes and Trailers. Section 12013.110 B. Any primary use permitted in the RS and RD zone, as regulated therein, but specifically excluding Mobile Homes and Trailers.
