A RESOLUTION TO THE CITY COUNCIL OF THE CITY OF EDMONDS RECOMMENDING
APPROVAL OF A PROPOSED AMENDMENT TO THE OFFICIAL ZONING MAP TO CON-
TRACT REZONE FROM GENERAL COMMERCIAL (CG) TO RESIDENTIAL MULTIPLE
LOW DENSITY (RML) CERTAIN PROPERTY LOCATED WEST OF 72ND AVENUE WEST
AND SOUTH OF 212TH STREET S.W., AND FROM RESIDENTIAL MULTIPLE LOW
DENSITY (RML) TO NEIGHBORHOOD BUSINESS (BN) CERTAIN PROPERTY LOCATED
SOUTH OF 212TH STREET S.W. AND EAST OF 76TH AVENUE WEST AS SET FORTH
IN FILE #R-6-78
WHEREAS, the Planning Commission of the City of Edmonds,
pursuant to proper notice and publication, held a public hearing
on a proposal to amend the Official Zoning Map to Contract Rezone
from CG to RML certain property located west of 72nd Avenue West
and south of 212th Street S.W., and from RML to BN certain property
located south of 212th Street S.W. and east of 76th Avenue West; and
WHEREAS, the majority of the site is more suited to RM
uses than commercial uses due to the topography and abutting resi-
dential properties to the south and west; and
WHEREAS,the site presently zoned RML would be more appro-
priate for BN zoning due to the lack of vegetation, the high volume
of traffic on 212th Street S.W. and the abutting commercial zoning
to the east and west; and
WHEREAS, the applicant has tendered certain conditions
to the City of Edmonds to mitigate the impacts of the proposal in-
cluding installation of street and sewer improvements, and a site
plan which provides landscape buffers, recreation areas, fire pro-
tection facilities, and other improvements as set forth in File
#R-6-78; and
WHEREAS, the proposed zoning changes conform to the
Comprehensive Land Use Plan and the Policy Plan; and
WHEREAS, the Planning and Engineering Divisions have
determined that there will not be a significant adverse environ-
mental impact if the mitigating measures proposed by the applicant
are implemented; and
WHEREAS, the proposed zoning changes, and related contract
conditions, represent the best utilization of the property and will
promote the public health, safety, and welfare, NOW THEREFORE
BE IT RESOLVED, that the Planning Commission recommends
and forwards to the City Council of said City, that the proposed
amendment to the Official Zoning Map as set forth in Exhibit "A"
attached hereto, e approved.
