RESOLUTION NO., �:
A RESOLUTION TO THE CITY COUNCIL OF THE CITY OF EDMONDS RECOM-
MENDING DENIAL OF A PROPOSED AMENDMENT TO THE ZONING CODE TO
REDEFINE THE DOWNTOWN BUSINESS AREA (DBA) TO INCLUDE THE CW AND
IP ZONES, AND TO EXTEND THE IN -LIEU PARKING REQUIREMENT TO SUB-
STANTIAL REMODELS OF EXISTING BUILDINGS IN THE DBA AS SET FORTH
IN FILE #ZO-5-78
WHEREAS, the Planning Commission of the City of Edmonds,
pursuant to proper notice and publication, held a public hearing
on a proposal to amend the Zoning Code to redefine the Downtown
Business Area (DBA) to include the CW and IP Zones, and to extend
the in -lieu parking requirement to substantial remodels of existing
buildings in the DBA; and
WHEREAS, in -lieu parking payments should not be permitted
until deficiencies in the administration of the in -lieu payment
program are corrected; and
WHEREAS, the proposed system could result in a substantial
time lag between the date that a payment is made into the fund
and the date when the off-street parking spaces are provided;
and
WHEREAS, substantial parking problems could result
when a use requiring many parking spaces utilizes the in -lieu
option and the spaces are not constructed for a year or more;
and
WHEREAS, the effectiveness of the fund could be reduced
in time due to inflation; and
WHEREAS, the in -lieu parking option should only be
provided if the spaces can be constructed at the time the in -
lieu payment is made; now therefore
BE IT RESOLVED, that the Planning Commission recommends
and forwards to the City Council of said City, that the proposed
amendment to the Zoning Code as set forth in Exhibit "A" attached
hereto, be denied. ...!

PARKING STANDARDS FOR EXISTING BUILDINGS
12.14.020 General Parking Requirements
B. EXPANSION AND ENLARGEMENTS: Whenever any building
is enlarged in height or in ground coverage, off-street
parking shall be provided for the expansion or enlargement
in accordance with the requirements of the schedule, pro-
vided, however, that no parking space need be provided in
the case of enlargement or expansion where the number of
parking spaces required for such expansion or enlargement
is less than ten percent of the parking spaces specified
in the schedule for the building. Northing in this provision
shall be construed to require additional off-street parking
spaces for that portion of such building existing at the
effective date of the ordinance codified in this chapter
and which building was provided with lawful off-street
parking spaces prior to the effective date of the ordinance
codified in this chapter, except those buildings Located in the
Downtown Business Area and regulated by Section 12.14.021.
12.14.021 Downtown Business Area Parking Requirements
(a) Downtown Business Area Defined. Notwithstanding any other
provisions in this code, the following requirements shall apply
to all property encompassed within the downtown business area
hereafter referred to as "DBA" and more particularly described
as that area of Edmonds zoned "BC", "CW" according to the
Edmonds zoning code and official zoning map and situated east
of Railread-Street Puget Sound, south �of Edmonds Street, west of
Seventh Avenue and north of Rewell Pine Street.
(b) Number of Spaces Required. The off-street parking require-
ments for building uses within the DBA shall be as set forth in
the table of minimum standards contained in subsection G of
Section 12.14.020.
The provisions of this section shall apply enly to the construction
of new buildings or structures within the DBA, er new additions

s e et €ex and to the remodel of an existing building where the proposed use
of the building will result in at least twice the number of the required
parking spaces for the previous use or uses.
