Resolution 301PLANNING COMMISSION RESOLUTION NO. 301 A RESOLUTION TO THE'CITY COUNCIL OF THE CITY OF EDMONDS RECOMMENDING THE DENIAL OF A PROPOSAL TO AMEND THE COMPREHENSIVE THOROUGHFARE PLAN BY CHANGING THE STREET DESIGNATION OF OLYMPIC VIEW DRIVE AND 88TH AVENUE WEST FROM "COMMUNITY ARTERIAL" TO "COLLECTOR" OR "RESIDENTIAL ACCESS"; RECOMMENDING APPROVAL TO A PROPOSAL THAT THE STREET DESIGNA- TION OF OLYMPIC AVENUE FROM MAIN STREET TO OLYMPIC VIEW DRIVE BE CHANGED ON THE COMPREHENSIVE THOROUGHFARE PLAN FROM "COMMUNITY ARTERIAL" TO "COLLECTOR; AND RECOMMENDING FURTHER CERTAIN RIGHT-OF-WAY AND PAVE- MENT WIDTHS FOR EACH OF THE THREE NAMED STREETS, ALL IN ACCORDANCE WITH PLANNING COMMISSION FILE NO. CP-3-68. ------------------------------------------------------------------ WHEREAS, the Planning Commission of the City of Edmonds, pursuant to proper notice and publication, held a public hearing on a proposal to amend the Comprehensive Thoroughfare Plan of the City of Edmonds by changing the street designation of 88th Avenue West, Olympic View Drive, and Olympic Avenue from "Community Arterial" to "Collector Street" or "Residential Access"; and WHEREAS, having made the findings set forth in Exhibit "A" attached hereto, the Planning Commission determined that 88th Avenue West and Olympic View Drive should retain their "Community Arterial" designation on the Comprehensive Thoroughfare Plan, but that Olympic Avenue from Main Street to Olympic View Drive should be changed to "Collector Street"; and FURTHER, the Planning Commission having determined that improvement of 88th Avenue West and Olympic View Drive should be based on the smallest possible arterial standards of 40 feet of pavement in a 66-foot right-of-way, and that improvement of Olympic Avenue be based on a 36-foot pavement in a 60-foot right-of-way; now, therefore, be it RESOLVED, That recommendation be and the same hereby is made to the City Council of the City of Edmonds that the proposal -2- to amend the Comprehensive Thoroughfare Plan be denied in the case of 88th Avenue West and Olympic View Drive, and the proposal to classify Olympic Avenue as a "Collector" be approved, all as set forth herein. Johnson, et al Date of Hearing: December 185 1968 Resolution No. 301 EXHIBIT "A" The primary purpose of the arterial street system is to provide continuous, efficient routes into and across the city. The determination of a street classification must be based on the following four conditions: (1) projected traffic volumes; (2) distance to other high volume streets or the availability of other traffic carriers; (3) straightness of alignment or other topographic difficulties; (4) length of the subject street. 88th Ave. W. from Main St. to Olympic View Drive in the future will carry traffic volumes (about 3,000 to 4,000 cars per day) within a range normally carried by a Collector Street. Using the rule that arterials should be spaced about a mile apart, the .8 mile distance between this street and other parallel, high volume streets indicates the need for an arterial street. The straight alignment, level grade, and 1.7 mile length are characteristics of an arterial. Olympic View Drive from 196th St. S.W. to 76th Ave. W. Projected traffic volumes (about 3,000 to 4,000 cars per day) will be within the range of volumes normally carried by a Collector street. The distance between this street and other parallel, high -volume streets indicates the need for an arterial facility. The non -directional alignment of the street is not the characteristic of an arterial; however, its 2.0 mile length places the street in an arterial category. Olympic Ave. from Main St. to Olympic View Drive. Projected traffic volumes (3,000 to 4,000 cars per day), the close proximity to a parallel, high -volume street (9th Ave. No.), the .8 mile length of the street - are characteristics of a Collector type of street. The level grade and straight alignment are arterial characteristics.
