RESOLUTION NO. 606
A RESOLUTION TO THE CITY COUNCIL OF THE CITY OF EDMONDS RECOMMENDING
APPROVAL OF A PROPOSED AMENDMENT TO THE ZONING CODE SECTION 12.13.130
TO CHANGE THE DEVELOPMENT REGULATIONS IN THE RML AND RMH DISTRICTS
AND TO ESTABLISH A NEW RM-D (DOWNTOWN MULTIPLE RESIDENTIAL) DISTRICT
WITH ITS OWN DENSITY AND DEVELOPMENTAL REGULATIONS AS SET FORTH IN

WHEREAS, the Planning Commission of the City of Edmonds,
pursuant to proper notice and publication, held a public hearing
on a proposal to amend the Zoning Code Section 12.13.130 to change
the development regulations in the KIL and RMH districts and to
establish a new RM-D (Downtown Multiple Residential) district with
its own density and development regulations; and
WHEREAS, it is the policy of the City (Edmonds Policy Plan
208 A (4)) to "encourage rehabilitation and restoration of older
buildings and historic buildings in order to retain a variety of
building styles and continuity with the City's past"; and
WHEREAS, the existing RML and RMH regulations are destroying
the,unique "small town" character of downtown Edmonds by allowing
buildings which are out of scale and incompatible with adjacent uses;
and
WHEREAS, a new zone RM-D with reduced density, and more
stringent height and lot coverage requirements should be established
to preserve the unique small town character of downtown Edmonds, and
to provide housing in buildings which are compatible with adjacent
single family uses; and
WHEREAS, the Edmonds Policy Plan (Section 301 2-b) encourages
"a variety of roof lines by limiting the use of flat roofs"; and
WHEREAS, the Policy Plan (Section 301-2a) also recommends
an examination of "lot coverage requirements in the zoning ordinance
to provide more effective use of open space"; and
WHEREAS, the existing RM height regulation does not encourage
pitched roofs and the lot coverage requirement is not sufficient to
provide adequate open space and landscaped area around the building; and

WHEREAS, the proposed changes in the RML and RMH districts
will encourage pitched roofs and will provide more open space around
buildings. The changes will help to reduce the bulk and mass of the
buildings; and
WHEREAS, said amendment is necessary to promote the public
health, safety and general welfare, and
WHEREAS, there is a finding of no significant adverse
environmental impact on the proposed amendment; NOW THEREFORE
BE IT RESOLVED that the Planning Commission recommends and
forwards to the City Council of said City, that the proposed amendment
to the Zoning Code as set forth in Exhibit "A" attached hereto be
approved.
