A RESOLUTION TO THE CITY COUNCIL OF THE CITY OF EDMONDS RECOMMENDING
APPROVAL OF A PROPOSED AMENDMENT TO THE EDMONDS POLICY PLAN SECTION
3O1(B)2 TO CHANGE THE MULTIPLE RESIDENTIAL DEVELOPMENT POLICIES AS
SET FORTH IN FILE ,MCP-3-78
WHEREAS, the Planning Commission of the City of Edmonds,
pursuant to proper notice and.publication, held a public hearing
on a proposal to amend the Edmonds Policy Plan Section 3O1(B)2 to
change the multiple residential development policies; and
WHEREAS, location policies for tall multiple -unit resi-
dential (RM) buildings should not be incorporated into the Policy
Plan without a clear definition of what a tall building is; and
WHEREAS, the Policy Plan should not restrict the height
of RM buildings any further than the recent reduction in RM height
regulations that was adopted in Ord hanze #2O43; and
WHEREAS, there is a finding of no significant adverse
environmental impact on the proposed amendment, and
WHEREAS, said amendment is necessary to promote the
public health, safety and general welfare; now therefore
BE IT RESOLVED that the Planning Commission recommends
and forwards to the City Council of said City, that the proposed
amendment to the Policy Plan as set forth in Exhibit "A" attached
hereto, be approved.

The City's development policies encourage high quality site and building
design to promote coordinated development and to preserve the trees,
topography and other natural features of the site. Stereotyped, boxy
multiple unit residential (RM) buildings are to be avoided.
LOCATION POLICIES
1. RM uses should be located near arterial or
collector streets.

COMPATIBILITY POLICIES
1. RM developments should preserve the privacy
and view of adjacent buildings, wherever
feasible.

3. The design of RM buildings located next to
RS zones should be 9+FH+ar- lie -desi-gn- compatible with
the design }chi=orrl of the single family residence.
GENERAL DESIGN POLICIES (See also Chapter 12.20 of the Zoning Code)
1. The nonstructural elements of the building
(such as decks, Lights, rails, doors, windows -
and window casements, materials, textures and
colors) should be coordinated to carry out'a
unified design concept.
2. Site and building plans should be designed to
preserve the natural features(trees, streams,
topography, etc.) of the site rather than for-
cing the site to meet the needs of an imposed
plan.
