A RESOLUTION TO THE CITY COUNCIL OF THE CITY OF EDMONDS RECOMMENDING
THE DENIAL OF A PROPOSED AMENDMENT TO THE OFFICIAL ZONING ORDINANCE
OF SAID CITY TO ESTABLISH AN OFFICE -CLINIC ZONE AS PROPOSED IN
PLANNING COMMISSION FILE NO. ZO-1-69
WHEREAS, the.Planning Commission of the.City of Edmonds,
pursuant to proper notice and publication, held a public hearing on
a proposed amendment to the Official Zoning Ordinance to establish
an Office -Clinic Zone; and
WHEREAS, having made the findings set forth in Exhibit "A"
attached hereto, the Planning Commission determined that the Official
Zoning Ordinance should not be.amend.ed as set forth in Exhibit "B"
attached hereto; now, therefore,
BE IT RESOLVED.by the.Planning Commission of said City that
recommendation be and the same hereby is made to the City Council of
the City of Edmonds that the proposed amendment be denied.

EXHIBIT "A"
The proposed zone is designed to meet a highly specialized purpose
for which there appears to be little real need. As presently written
the proposal would tend to encourge the conversion 6E single-family
zones near apartment and business zones to office -clinic uses.

OC Office -Clinic Zone 12.13:400
12.13.400 Intent. The.intent of this zone is to provide a location for
a variety of office and medical clinic activities.
Locational Standards for this Zone: This zone should be.so
established as to encourage the.development of properly located
business centers. It should be.located adjacent to existing
multi -family residential or business zones. It should not be
located along an arterial street in such a way as to extend or
elongate a strip.business or multi_family zone.
12.13.410 Permitted Uses. In an OC zone only the following uses are permitted
as hereinafter specifically provided and allowed by this section,
subject to the.general provisions and exceptions set.forth in this
title:.
A. Professional office buildings and other types of offices involving
administrative,. non -advertising characteristics ,similar to
professional offices.
B. Single-family dwellings, as regulated by Sections 12.13.020 through
12.13.050 herein:
C. Nursing, convalescent or rest homes, homes for the aged,
sanitarium, retirement homes, all subject to site plan approval by

the Planning Commission and provided that the following off-street
parking spaces are included in the site plan: 1 space for each
5 beds, and one space for each regular employee.
D. Beauty and barber shops when located in tLe interior of buildings
listed in "C" above and catering only to tie occupant: of such
buildings.
E. Pre-schools, private kindergardens and day nurseries, provided:

1. One off-street parking space is provided for each employee.
2. One off-street loading and unloading s�:,ace is provided for
each 5 children.
3. All state and local requirements for buildings and fdci.lities
are met.
F, Health and Recreation facility such as a YMCA, public or, meTrd,,ership
health and recreation facility or a specialized stean: or, sauna
bath, subject to site plan approval by th, Planning :'ommission,
and provided the following off-street p.ar=:ing spaces are included in
the site plan: One space for each 100 sq. ft. of gross floor area.
12.13.420 Prohibited Uses: In an OC Zone the follIw?ng uses are :o'^•i>ited:
