A RESOLUTION TO THE CITY COUNCIL OF THE CITY OF EDMONDS RECOM-
MENDING DENIAL TO A REQUEST FOR THE REPEAL OF THE PLANNED UNIT
DEVELOPMENT PROVISIONS OF THE OFFICIAL ZONING ORDINANCE, SEC-
TION 12.14.060, AS SET FORTH IN PLANNING.COMMISSION FILE NO.
ZO-4-69.

WHEREAS, the Planning Commission of the City of
Edmonds, pursuant to proper notice and publication, held a
public hearing on October 155 1969 on the proposed repeal of
the.Planned Unit Development provisions of the Official Zoning
Ordinance, Section 12.14.060,
WHEREAS, having made the.findings set forth in Exhibit
"A" attached hereto, the Planning Commission determined that the
Official Zoning Ordinance, Section 12.14.060, should not be.
repealed; now, therefore,
BE IT RESOLVED by the Planning Commission of said
City that recommendation be and the same hereby is made to the
City Council of the City of Edmonds that Section 12.14.060 of
the Official Zoning Ordinance, that the.proposed repeal be
denied.

EXHIBIT "A"
The Planned Unit Development concept is valuable to the City
in that it creates certain opportunities otherwise not avail-
able. As the.City's population continues to grow, the many
vacant lots and wooded hillsides in the'City will gradually
be replaced by urban development. The.purpose of the planned
unit provisions is to encourage flexibility of design in
residential areas to offset the.monotomy of lot -by -lot devel-
opment extending mile after mile. In other words, these
provisions encourage the incorporation of recreation areas,
open spaces and greenbelts within residential neighborhoods.
Although the present ordinance may be criticized from various
standpoints, it is very similar to the ordinances of other
nearby communities. Since the Board of Adjustment has clari-
fied.certain key sections, the.ordinance is a worthwhile
tool which should be retained until an improved ordinance is
adopted.
