A RESOLUTION TO THE CITY COUNCIL OF THE CITY OF EDMONDS RECOMMENDING
APPROVAL OF A PROPOSED AMENDI17ENT TO THE ZONING ORDINANCE TO ALLOW
PETROLEUM STORAGE AND DISTRIBUTION, AND TO ALLOW A 48 FOOT HEIGHT LIMIT
FOR PETROLEUM STORAGE TANKS, IN THE COMMERCIAL WATERFRONT (CW) ZONE
DISTRICT AS SET FORTH IN FILE A ZO-3-79
WHEREAS, the Planning Commission of the City of Edmonds
after proper notice, held a public hearing on a proposal to amend the
Zoning Ordinance to allow petroleum storage and distribution, and to
allow a 48 foot height limit for petroleum storage tanks, in the
Commercial Waterfront (CW) zone district=as set forth in File #ZO-3-79;and
WHEREAS, the amendment will allow the continuation of an
existing use on property proposed to be annexed to the City; and
WHEREAS, the amendment conforms to the intent of the
Comprehensive Plan; and
WHEREAS, there is a finding of no significant adverse
environmental impact on the proposed amendment; and
WHEREAS, said amendment is necessary to promote the
public health, safety and general welfare; now therefore
BE IT RESOLVED, that the Planning Commission recommends
and forwards to the City Council of Edmonds, that the proposed amendment
to the Zoning Ordinance as set forth in Exhibit A attached, be
approved.

ZONING ORDINANCE AMENDMENTS
The zoning ordinance of the City of Edmonds shall be
amended as follows:
Section 12.12.170 shall be amended to add the
definition of PETROLEUM PRODUCTS STORAGE AND
DISTRIBUTION as set forth in Exhibit B which
is attached hereto and incorporated herein
by this reference.
Sections 12.13.220, .230, and .250 shall be amended as
set forth in Exhibit C which is attached hereto and incorporated
hereby this reference.
EXHIBIT B
12.12.170 "P" terms. PETROLEUM PRODUCTS STORAGE AND
DISTRIBUTION. "Petroleum products storage and distribution"
means the receipt of petroleum products, generally by pipeline
or marine vessels and the storage and loading of petroleum products
for distribution to petroleum bulk plants and to customers and
automotive service stations; and all related operations, including
but not limited to, the operation and maintenance of trucks and
equipment, the handling of products, merchandise, and materials,
the provision of customer services related to the petroleum
distribution business, and the compounding, blending, packaging,
and shipping of lube oils and greases.

12. 13. 240 limitations on uses in C"i district. The
permitted uses in the C\N 7.one shall be subject to the
following conditions and limitations:
(z) All uses shall conforni to the ,general pro- '
visions 'of this code including, but not limited to, Parking
and Performance Standards in Chapter 12. 14, and Signage
in Chapter 20. 10, provided further:
(1) No parking is permitted within 60
feet of bulkheads.
(b) 1\11 nSes shall he conducted wholly within an
entirely enclosed building except:
(1) StoraQe and distribution of petroleum
products; _
(2) Sales, storage, repair and limited
building of boats; and
(3) Places of public assembly.
Section 4. Section 12.13.250 of the Edmonds City Code is
hereby amended to read as follows:

front that is provided to the public. Uses which are prim-
arily auto oriented are discouraged in the CW zone because
of their conflict with pedestrian use. To promote coordin-

the CW zone shall meet the design criteria in Section 203
of the Policy Plan.
Section 2. Section 12. 13.230 of the Edmonds City Code is
hereby amended to read as follows:
12.13.230 Permitted uses in CW district. Permitted
uses are those which encourage pedestrian use of the water-
front and which are water oriented. The following uses are
permitted in the CVd zone:
(a) Retail enterprises dispensing commodities,
and marine oriented services, excluding enterprises dis-
pensing commodities to occupants of automobiles;
(h) Storage (either land or water moorage), re-
pair, sale and limited building of boats;
(c) Yacht or boat clubs featuring pleasure boat-
ing, fishing or waterfront activities;
(d) Governmental, educational and recreational
uses, including aquarium;
(e) Petr.oleum products storage
and distribution; and
(1) Offices.
Section 3. Section 12. 13. 240. of the Edmonds City Code is
hereby amended to read as follows:
