A RESOLUTION TO THE CITY COUNCIL OF THE CITY OF EDMONDS RECOMMENDING
APPROVAL OF A PROPOSED AMENDMENT TO THE SHORELINES PESTER PROGRAM
ELEMENT OF THE COMPREHENSIVE PLAN TO DESIGNATE THE PROPERTY BOUNDED ON
THE NORTH BY THE CITY OF EDMONDS, ON THE WEST BY PUGET SOUND, ON THE
EAST BY THE RAILROAD AND ON THE SOUTH BY THE TOWN OF WOODWAY AS
URBAN -MULTI -USE, TO ALLOW PIERS AND RELATED FACILITIES FOR PETROLEUM
STORAGE AND DISTRIBUTION IN THE URBAN -MULTI -USE DESIGNATION, AND TO
DESIGNATE THE WATERS WEST OF THE SAME PROPERTY AS URBAN -MARINE AS
SET FORTH IN FILE #SP-1-79
WHEREAS, the Planning Commission of the City of Edmonds,
after proper notice, held a public hearing on a proposal to amend the
Shorelines Master Program element of the Comprehensive Plan to desig-
nate the property bounded on the north by the City of Edmonds, on
the west by Puget Sound, on the east by the railroad and on the south
by the town of Woodway as Urban -Multi -Use, to allow piers and related
facilities for petroleum storage and distribution in the Urban -Multi -Use
designation, and to designate the waters west of the same property as
Urban -Marine as set forth in File # SP-1-79; and
WHEREAS, a designation is needed for the property to be
annexed to the City of Edmonds; and
WHEREAS, the proposed designation and new allowable use
will provide for continuation of the existing use of the property; and
WHEREAS, the proposed designation is'consistent with the
existing designations of adjoining property; and
WHEREAS, there is a finding of no significant adverse
environmental impact on the proposed amendment; and
WHEREAS, said amendment is necessary to promote the public
health, safety and general welfare; now therefore
BE IT RESOLVED, that the Planning Commission recommends and
forwards to the City Council of Edmonds, that the proposed amendment to
the Shorelines Master Program as set forth in Exhibits B,C and D attached
hereto, be approved.

The Shoreline Master Program Map shall be amended to

DESIGNATION OF E_NVL.R�J^,��E'!TS
The environmental designations are intended to provide a uniform basis for
applying policies and use regulations to widely differing shoreline areas.
Uses are to be encouraged which enhance the character of the environment.
The environments are meant to serve as "umbrella" classifications and not
as "zoning districts". The environments are a means of linking the
natural systems defined in the State Guidelines (see appendix) and the
Shorelines Inventory to the goals and policies.
U"BAN ENVIRONMENT The urban environment is intended to:
Provide for a multiplicity of urban uses.
Provide a shoreline location for water -dependent
industrial and commercial uses.
Insure maximum public use through pedestrian
waterfront activities and other means of
physical access to the water.
Regulate urban development on the waterfront
in order to preserve views and other amenities
while allowing more intense development.
Allow for future growth of shoreline dependent
and shoreline -oriented uses.
URBAN - MARINE All marine waters from the line of M-HHW to the
outer harbor line between the Uniex Oil Beek
sown of TToodway and the Ferry Terminal, (as
existing on the date of adoption of the Master
Program) and the Laebugten Wharf property.
These waters are within the Harbor Area and are
important for transportation, commercial, and
recreation uses. They also lie adjacent to urban
upland areas and should be utilized for water -
dependent and water -oriented uses.
URBAN - All area in shorelines zone from MHHW landward
MULTIPLE USE from the Union 9il Beek Town of Woodway to the
Ferry Dock.
This area is used for multiple purposes: commercial
and recreational. Because of accessibility to the
public and the availability of transportation
facilities, it should continue to by heavily
utilized for these activities

commerce and industry;

shoreline recreation --including parks, bike and
walking trails, beaches, etc.;
aquaculture;
marine and limnological research and education;
piers and related facilities for petrolewn products
storage and distribution;
other uses of a like intensity and dependency.

USE ACTIVITIES
AOUACULTURE Urban Environment: Proopogation and harvest
oMarine*_Vegetation or animals wilt be
allowed provided the following conditions are
met:
(1) There is access to the use
from non-residential areas.
(2) Structures are predominantly
underwater.
(3) Structures will not be a hazard
to navigation or impede access
to the water from the uplands.
(4) Visual impact of the use is minimized.
Conservancy Environment: As regulated in the
Urban Environment.
Natural Environment: Prohibited in the Natural
Environment.
COMMERCIAL
DEVELOPMENT Urban Environment:
(1) Because of the limited area available
on the Edmonds waterfront for commercial
uses, priority should be given to the
following shoreline -dependent uses:
(a) Any commercial use allowed by the
Zoning Ordinance which requires
piers, wharves, or docks in order

(b) Commercial fishing. sport fishin& and

(c) Aqu_aculture, as further regulated
in tFiis master program.
(d) Commercial uses which provide public
