RESOLUTION NO. 334
A RESOLUTION TO THE CITY COUNCIL OF THE CITY OF EDMONDS RECOM-
MENDING AN AMENDMENT TO THE OFFICIAL ZONING ORDINANCE REVISING
THE APARTMENT STANDARDS TO ACCOMMODATE LOW-INCOME HOUSING FOR
THE ELDERLY, SECTION 12.13.130, IN ACCORDANCE WITH PLANNING
COMMISSION FILE NO. ZO-5-70.
WHEREAS, the.Planning Commission of the City of Edmonds
pursuant to proper notice and publication, held public hearing
on a proposed amendment to the Official Zoning Ordinance of said
City revising the apartment standards to accommodate low-income
housing for the elderly, Section 12.13.130; and
WHEREAS, having made the findings set forth in Exhibit
"A" attached hereto, the Planning Commission determined that the
above named section should be amended as explained in Exhibit
"B" attached hereto; now, therefore
BE IT RESOLVED by the Planning Commission of said City
that recommendation be and the.same hereby is made to said City
Council that the proposed amendment be approved.

EXHIBIT "A"
An inadequate housing supply exists in this community and
surrounding areas for low-income, elderly people. These
people do not need the.amount of floor area or parking
space which is required for a conventional apartment. The
City should revise its apartment development standards to
provide for this specialized type of housing. The proposed
revision will aid in the solution of this social problem
without creating a hazard to the health, safety or welfare
of the public.
EXHIBIT "B"
The.ord.inance should be amended to contain the following:
A. Add the definition: "Multiple dwelling for low-income,
elderly." A multiple dwelling in which at least 90%
of the.dwelling units are occupied by one or more per-
sons sixty-two (62) or'more years of age who have a low
income as defined by the Federal Housing Administration.
B. Multiple dwellings for low-income, elderly shall be per-
mitted in the RML and RMH zones, subject to the issuance
of a Conditional Use Permit, provided:
1. The Board shall find the.proposed site to be func-
tionally related to public transportation and shop-
ping facilities; and
2. The Board shall impose necessary controls to assure
such continued use or find the.development to be
owned by or limited to said use by contract with
Federal, State, County or local government.
C. The site area per dwelling unit shall be 70% of that
required by the.apartment zone in which the project is
located.
D. Required off-street parking shall be provided at the
ratio of one space for three dwelling units.
