FINDINGS OF FACT, CONCLUSIONS AND
RECOMMENDATIONS OF
EDMONDS PLANNING COMMISSION
After notice had been duly posted and published
pursuant to Section 12.16.170 of the Edmonds City Code,
the Edmonds Planning Commission held a public hearing
on February 13, 1980, to consider Planning Division File
No. R-12-79, a requested rezone of a parcel of property
from RS-6 to RMH at 22200 - 6th Avenue South.
The City staff made a presentation and submitted
certain documents for the Planning Commission's consideration.
The applicant, Frank Taylor, was present and was allowed an
opportunity to speak. All other persons in the audience
who desired to speak were afforded an opportunity to do so.
After all persons who desired to speak had done so, the
public portion of the hearing was closed. Following discussion
by the Planning Commission, Commissioner Smith moved, seconded
by Commissioner Walker, to approve R-12-79. The motion
passed unanimously. From the evidence presented to the
Planning Commission, the Planning Commission hereby makes
the following Findings of Fact, Conclusions and Recommendation.
FINDINGS OF FACT
I
The applicant, Frank Taylor, is the owner of certain
property located in the City at 22200 - 6th Avenue South.
II
The property owned by the applicant is approximately
250,000 square feet in size with approximately 194,000 square
feet presently zoned RS-6 and approximately 56,000 square
feet presented zoned RMH. The RMH zoning has been established
along the westerly boundary of the property.

The property is presently undeveloped and consists of
a peat bog on the north and a steeply sloping area on the
south.
IV
The comprehensive plan shows the area as residential.
To the north, existing zoning is RMH, RML and RD. To the
east is RS-6 zoning, to the south RS-6 and RML. State Route
104 borders the westerly portion of the property.

The applicant proposes to place the buildings on the
site in such a way as to minimize view loss by the adjacent
and neighboring property owners.
VI
The applicant proposes to develop the property as
a planned residential development (PRD). Under present PRD
regulations, multiple family dwellings are prohibited in single
family zones, except as townhouses.
VII
The applicant proposes to concentrate the buildings
away from the marshy area and stream and therefore have the
least impact on this environmentally sensitive area. Allowing
multi -family units in place of single family units or duplexes
would enable the applicant to better concentrate the buildings
away from the marshy area and stream.
VIII
The applicant proposes to dedicate approximately 2 1/2
acres of land to the City for park land use. This area
proposed for dedication is located on the northerly portion
of the property.
IX
Since the property was zoned RS-6, economic conditions
have changed such that it is- now possible for the site to
be developed. In addition, the goals of the City, as
expressed in its policy plan, have changed to encourage
development that conserves and protects environmentally
sensitive areas. The City staff has recommended and the
applicant agrees that no work should be done in the stream
before June or after September of 1980. Further that a
vegetation buffer will be provided along the stream corridor
and should the vegetation be removed, the stream bank will
be replanted to provide shade and cover.
The adverse environmental impacts of the proposed
action have been considered by the Planning Commission and
in accordance with the findings of the responsible official,
there will be no significant adverse environmental impacts
from this proposed rezone.
CONCLUSIONS
I
All procedural requirements imposed by the Edmonds
City Code and State law have been fully complied with.
II
No environmental impact statement is required.
III
The proposed rezone from RS-6 to RMH will be com-
patible with the surrounding uses and zoning and will be
more consistent with the intent and policies of the compre-
hensive policy plan and will be in the best interests of
the public health, safety and general welfare.
RECOMMENDATION
The Planning Commission recommends to the City
Council that that portion of the subject property presently
zoned RS-6 should be rezoned to RMH.
