RESOLUTION NO. 342
A RESOLUTION TO THE.CITY COUNCIL OF THE CITY OF EDMONDS
RECOMMENDING THE DENIAL OF A PROPOSED.AMENDMENT TO THE
COMPREHENSIVE THOROUGHFARE PLAN TO.REMOVE THE COLLECTOR
STREET CLASSIFICATION FROM 84TH AVENUE W. BETWEEN OLYMPIC
VIEW DRIVE AND 188TH STREET.S.W., AS SET FORTH IN PLANNING
COMMISSION FILE NO. CP-2-70.
WHEREAS, the Planning Commission of the City of
Edmonds, pursuant to proper notice and publication, held a
public hearing to amend the Comprehensive Thoroughfare Plan
of said City to remove the.Collector Street classification
from 84th Avenue W. between'Olympic View Drive and 188th
Street S. W., as described in Planning Commission File
No. CP-2-70; and,
WHEREAS, having made the.findings set forth in
Exhibit "A" attached hereto, the.Planning Commission deter-
mined that the Comprehensive Thoroughfare Plan should not
be amended; now, therefore,
BE IT RESOLVED by.the.Planning Commission of said
City that recommendation be.and the same hereby is made to
said City Council that the.proposed amendment to the.Compre-
hensive Thoroughfare Plan be denied.

The.present arterial design for this area indicates
an attempt to.spread the.traffic volumes ove'r'several
collector arterials with more.streets classified as
"collectors" than would normally be required'. This is
a good policy for areas which have one or more badly
congested arterials: Normally; however, the.idea of'an
arterial system is to attract motorists from the.resi=
dential areas onto the'.arterials so that residential
streets may be free of thru traffic. This reveals a
conflict in policy that needs to be resolved.
Because of this unresolved policy, the proposal
should be. denied.
