FINDINGS OF FACT, CONCLUSIONS
AND RECOMMENDATION OF PLANNING COMMISSION ON
PROPOSED REZONE, COMMUNITY DEVELOPMENT DEPARTMENT
FILE NO. R-2-80
After notice had been duly posted and published
pursuant to Section 12.16.170 of the Edmonds City Code, the
Edmonds Planning Commission held a public hearing on April
9, 1980, to consider Planning Division File No. R-2-80,
proposed pre -annexation zoning classification of a parcel of
property proposed to be annexed into the City to Neighborhood
Business (BN).
At the hearing, the City Staff made a presentation
and submitted documents for the Planning Commission's review.
Members of the public were given an opportunity to speak.
After all persons who desired to speak had done so, the
public portion of the hearing was closed. Following discus-
sion by the Planning Commission, a motion was duly made and
seconded to recommend approval of R-2-80. From the evidence
presented to the Planning Commission, a majority of the
Planning Commission hereby makes the following Findings of
Fact? Conclusions and Recommendation.
FINDINGS OF FACT
I.
The subject property is approximately one (1) acre
in size and is currently located in unincorporated Snohomish
County, adjacent to the City of Edmonds. The property owner
has currently filed a petition with the City of Edmonds
seeking annexation of the property into the City of Edmonds.

The applicant desires to have a simultaneous adoption ofa
zoning classification in conjunction with the proposed
annexation.
The subject property is located at approximately
300 feet north of the intersection of State Route 104 and
100th Avenue W. The property is currently zoned Community
Business (BC) under the Snohomish County Zoning Classifi-
cation. The property owner desires to have the subject
property zoned Neighborhood Business (BN) under City of
Edmonds zoning in order that a food center store may be
constructed on the site.
II.
The property is generally level with little or no
native vegetation. There are several small structures
located on the property which will be demolished for construc-
tion of the food center. There is a rather steeply sloped
bank on the northeast portion of the property, which will
have to be cut into in order to construct the project.
The Edmonds Comprehensive Policy Plan Map indi-
cates the the subject property is on the borderline between
Commercial/Business and Low -Density Residential.
IV.
The property to the south and west is zoned BN
in the City. Uses include a bowling alley, food store,
restaurant and gas station. To the east, the adjacent
property is zoned for and developed as single-family
dwelling units.

V.
There is very little difference between the
existing county zoning classification and the proposed
Edmonds zoning classification. Under either zoning, the
property owner would be allowed to build the food center as
desired. The proposed BN zoning classification is the most
nearly comparable with existing county zoning.
VI.
The adverse enviornmental impacts of the proposed
rezone have been considered by the Planning Commission. In
accordance with the findings of the responsible official,
there will be no significant adverse environemental impacts
from this proposed action.
CONCLUSIONS
I.
All procedural requirements imposed by the Edmonds
City Code and State Law have been fully complied with.
II.
No Environmental Impact Statement is required.
The proposed zoning classification is consistent
with the City of Edmonds Comprehensive Policy Plan and with
the currently existing County Zoning. The proposed zoning
classification will be compatible with the surrounding uses
and zoning classifications.
IV.
The proposed zoning classification will be in the
best interest of the public health, safety and general

welfare and will not be detrimental to the surrounding uses
or property, either within or without the City of Edmonds.
RECOMMENDATION
The Planning Commission recommends to the City
Council that the subject property be given a zoning classi-
fication of Neighborhood Business (BN) to be effective upon
annexation of the property into the City of Edmonds.
