Resolution 355PLANNING COMMISSION RESOLUTION NO. 355 A RESOLUTION TO THE CITY COUNCIL OF THE CITY OF EDMONDS RECOM- MENDING APPROVAL OF AN AMENDMENT TO THE OFFICIAL ZONING ORDI- NANCE CHANGING THE REGULATION OF DUPLEX STRUCTURES IN APARTMENT AND BUSINESS ZONES, SECTION 12.13.110, IN ACCORDANCE WITH PLAN- NING COMMISSION FILE NO. ZO-1-71. WHEREAS, the Planning Commission of the City of Edmonds, pursuant to proper notice and publication, held a public hearing on a proposed amendment to the Official Zoning Ordinance of said City to change the regulation of duplex struc- tures in apartment and business zones, Section 12.13.110,; and WHEREAS, having made the findings set forth in Exhi- bit "A" attached hereto, the Planning Commission determined that the above named section should be amended as explained in Exhibit "B" attached hereto; now, therefore, BE IT RESOLVED by the Planning Commission of said City that recommendation be and the same hereby is made to said City Council that the proposed amendment be approved. Resolution No. 355 EXHIBIT "A" The.proposed amendment is needed to coordinate the.residen tial development regulations of the.Zoning Ordinance, particu- larily for small properties. As the.regulations are now written, a triplex.or four-plex'.can be.constructed on a small piece of apartment or business zoned property but a duplex cannot be.built on the.same parcel. Any primary use permitted'.in the'.RS Zone, as regulated there- in, and in the.RD zones, but specifically excluding mobile homes and trailers. J EXPLANATION OF PLANNING COMMISSION RESOLUTION NO. 355 A. Duplexes are allowed in apartment and some business zones. In these zones, duplex structures are regulated by the RD duplex regulations as follows: Permitted uses in Apartment, Community_ Business & Waterfront Commercial Zones: "Any primary use permitted in the RS and RD Zones, as regulated therein, but excluding ............." These RD regulations require that each duplex structure have 6000 sq. ft. of site area. B. On several occasions during the past years, people have asked questions about the possibility of developing very small sites zoned for apartment or business use. The typical question has involved a site area of 4500 to 5500 sq. ft. We have difficulty telling people about the development potential of such sites as shown by the following calculations: 4500 sq. ft. site: RMH regulations would allow the following: 2600 sq. ft. of site area required from the lst unit 1250 sq. ft. of site area required for ea. additional unit 3850 sq. ft. required for 2 units which is a Duplex, and duplexes require 6000 sq. ft. of area, therefore NO DEVELOPMENT IS POSSIBLE ON THIS SITE. 5500 s . ft. site: RMH regulations 2600 sq. ft. of site area for the lst unit 1250 sq. ft. of site area for the 2nd unit 1250 sq. ft. of site area for the 3rd unit 5100 sq. ft. of area for 3 units but a DUPLEX IS PROHIBITED C. Commission Resolution #355 proposes to allow duplexes on these small sites with the following wording: Permitted Uses in Apartment, Community Business & Waterfront Commercial Zones: "Any primary use permitted in the RS Zone, as regulated therein, and in the RD Zones, but excluding ............."
