RESOLUTION NO. 671
FINDINGS OF FACT, CONCLUSIONS AND RECOM-
MENDATIONS OF EDMONDS PLANNING ADVISORY
BOARD ON PROPOSED ZONING OF PROPERTY TO BE
ANNEXED TO THE CITY OF EDMONDS.
After notice had been duly posted and published
pursuant to Section 20.40.030 of the Edmonds Community
Development Code, the Edmonds Planning Advisory Board held a
public hearing on September 23, 1981, to consider planning
division file no. R-6-81, a requested zone classification of a
parcel of property proposed for annexation to the City of
Edmonds.
The City staff made a presentation and submitted
documents for the Planning Advisory Board review. Members of the
public were given an opportunity to speak. After all persons who
desired to speak had done so, the public portion of the hearing
was closed. Following discussion by the Planning Advisory Board,
the motion was made that the Planning Advisory Board recommend
approval of R-6-81. The motion was duly seconded and passed.
From the evidence presented to the Planning Advisory Board, the
majority of the Planning Advisory Board hereby makes the
following findings of fact, conclusions and recommendations.
FINDINGS OF FACT
I
The subject property is proposed for annexation to the
City of Edmonds and is located in the vicinity of 225 feet north
of the intersection of Olympic View Drive with 76th Avenue West
and then east to within approximately one hundred ninety-four
feet of 180th Street S.W. A legal description of the subject
property appears in Exhibit A, attached hereto.

The subject property is currently zoned RR-12,500 and
Neighborhood Business under the Snohomish County Zoning Code.

The subject area is 6.88 acres and is currently
primarily undeveloped with the exception of a single family home
located on lot 2. Lot 5 and a portion of lot 7 have been
cleared. The area generally slopes to the west.
IV
The surrounding zoning is RS-8 to the north and RS-
12/RM-3/BN to the west in the City of Edmonds. The land to the
south and to the east is located in Snohomish County and is zoned
NB/RR-12,500 and RR-12,500 respectively. The area to the west
across 176th Avenue West is developed with two single family
residences. The remainder of the area to the west is primarily
undeveloped.
The property
adjacent to the
east has been
developed for
single family
residential.
The property to the
south is commercial development.

The Comprehensive Plan Map designates the subject
property for low density residential development.

VI
There will be no significant adverse environmental
impacts from this zone classification and the City's responsible
official has issued a declaration of non -significance.
VII
There is no potential increase or decrease in the value
of the subject property as a result of this zoning classi-
fication.
VIII
This zoning classification application is not based
upon an alleged change in the character of the neighborhood but
is submitted in preparation for annexation to the City of
Edmonds.
CONCLUSIONS
I
All procedural requirements proposed by the Edmonds
City Code and state law have been fully complied with.

The proposed zoning classification is consistent with
the City of Edmonds Comprehensive Plan.
III
The county zoning to which the property is presently
subject is substantially consistent with the city zoning
designation proposed by this application and therefore the
designation of this property as RS-12 and BN would not change the

zoning restriction imposed by the county zoning code to any
substantial extent.
IV
The proposed zoning classification will be in the best
interest of the public health, safety and general welfare.
V
The proposed zoning classification will not cause any
significant adverse environmental or economic impacts.
RECOMMENDATION
I
The Planning Advisory Board recommends to the City
Council that the portion of the subject property currently zoned
RR-12,500 under the Snohomish County zoning ordinance be zoned
RS-12 ,and that the portion of the subject property currently
zoned Neighborhood Business pursuant to the Snohomish County
zoning ordinance be also zoned Neighborhood Business.
