The.Shell Valley area east of the.Yost Park site is
characterized'by steep slopes, unusual property shapes
and lack of vehicular access. Numerous requests have
been made by'owners of property along the.valley to sub-
divide and develop their properties. Most of these re-
quests have been.denied by the City because of the problems
stated'above.' In order to avoid shoddy, piecemeal land
development, steep streets and inadequate access, the.City
believes a well -designed street plan is needed for this
valley area. The construction of streets based'on such a
plan would increase the value of properties in the.area and
improve the.future quality of the residential area.
