RESOLUTION NO. 364
A RESOLUTION TO THE CITY COUNCIL OF THE CITY OF EDMONDS RECOMMEND-
ING.APPROVAL OF AN AMENDMENT.TO THE OFFICIAL ZONING ORDINANCE RE-
VISING SEC. 12.13.160, F, PERMITTED SIGNS, IN ACCORDANCE WITH
PLANNING COMMISSION FILE NO. ZO-8-71.
WHEREAS, the.Planning Commission of the City of Edmonds,
pursuant to proper notice and publication, held a public hearing
on a proposed.amendment revising Sec. 12.13.160, F, Permitted
Signs, of the Official Zoning Ordinance of said City; and
WHEREAS, having made the.findings set.forth in Exhibit "A"
attached hereto, the Planning Commission determined that the above
named section should be amended as explained in Exhibit "B" attached
hereto; now, therefore,
BE IT RESOLVED by the Planning Commission of said City that
recommendation be and the same hereby is made to said City Council
that the.proposed amendment be approved.

EXHIBIT "A"
The. adoption of this amendment will result in a closer.coor-
dination bet4een the. sign regulations of the. Neighborhood
Business Zone and the regulations of the Community Business
Zone. In addition the.proposed regulations will provide sign-
ing on a more equitable basis and will promote the.economic
development and attractiveness of the community.
The.basic purpose of outdoor signs is to identify the.loca=
tion of businesses. Edmonds and most other communities across
the country allow outdoor advertising far beyond that which is
necessary to identify business locations: Therefore,.the.pro-
posed.amendment should be.adopted.

Outdoor Advertising structures and signs are permitted as follows:
1. Size. A total sign size of 1-1/2.square feet per lineal foot of
building frontage or 1/2 square foot'per lineal foot of lot front-
age,'whichever results in the larger sign area. Where frontage
is on more than one street, only the signs computed with the
frontage of that street.shall face that street. The size of pole
signs shall not exceed'75 square feet.
2. Height. Signs attached to the.building may not project above
the roof or parapet line. Pole signs shall not exceed a height.
of 25 feet above the.average ground level at the.base of the. sign,
and theminimum height between the ground and the.bottom of the
sign shall be.eight.(8) feet.
3. Projection and Location. Pole signs shall not extend into the
public right-of-way, and shall not be located closer than 100
feet to another similar sign.
4. Content. Signs and advertising structures shall advertise ex-
clusively the -business conducted, goods sold, or services rend-
ered on the premises. With the.exception of readerboards, indiv-
idual signs shall not devote over 30o of the.sign area to the
advertisement of a specific product or service. Readerboards
may contain messages of a public service nature and other gen-
eral interest information of a non-commercial nature.
5. Illumination. The light from any illuminated sign shall be so
shaded, shielded, or directed that the.light intensity or bright-
ness will not be objectionable to surrounding areas. No sign shall
have blinking, flashing, or fluttering lights or other illuminat-
ing devise which has a changing,light.intensity, brightness, or
color. Neither the direct, nor reflected light.from primary
light source shall create a traffic hazard to operators of motor
vehicles on public thoroughfares. No exposed reflective type
bulbs and no strobe light.or incandescent lamp which exceeds
twenty (20) watts shall be used on the.exterior surface of any
sign so as to expose the face of the bulb, light, or lamp to any -
public street or adjacent property.
6. Where dimensional and other regulations contained herein are in
conflict with Ordinance 973 Uniform -Sign Code, as amended, the
more stringent dimension shall apply. Except as specifically men-
tioned above, no signs are allowed which are not attached to a
building.
(It is suggested that the following sentence be added.
"The display of merchandise in windows and temporary
advertising signs in windows are not regulated by these
provisions")
7. Prohibited Signs. Prohibited are signs which:
a. Contain statements, -words, or pictures of an obscene, inde-
cent, or'immoral character, such as will offend public morals
or decency. '
b. Are of a size, location, movement, content, coloring, or
manner of illumination which may be confused with or cons-
trued as a traffic control devi,se.or which hide from view
any traffic or street sign or signal.

C. Advertise any activity, business, product, or services no
longer conducted on the.premises upon which the sign is
located.
d. Move in any manner'or have a major moving part. Only minor
decorative parts may move
e.' Contain or consist of banners. -posters, pennants, ribbons,
streamers, strings of'light.bulbs, spinners or other sim-
ilarly moving devices.
f. May swing or otherwise noticeably move as a result of wind
pressure because of the manner of their suspension or
attachment:
g. Sandwich boards or portable signs.
Section 12.15.130
C. Non -conforming Signs in the.NB.and BC (Neighborhood and Commun-
ity Business) Zone: Signs existing at the.time of the -enactment
of this Ordinance and not conforming to its provisions but which
were constructed in compliance with previous regulations shall
be regarded as non -conforming signs which may be continued.for
a period often (10) years from the.date of this ordinance,.if
properly repaired and maintained as provided in this code and
continue to be.in conformance with other ordinances.of this
municipality. At the end of this period they shall be.removed
or made conforming by.the owner, agent, or person having bene
ficial use of the.structure or land on which the signs are
located.
Any sign existing in violation of Section 12.13.190., 0, 6 and
Section 12.13.160, F, 7 (Prohibited.Signs) of this code shall
be removed, altered, or repaired in accordance with the pro-
visions of this ordinance within one (1) month after'the.date
of passage of this ordinance. Non -conforming signs which are
structurally altered, relocated, or replaced shall comply
immediately with all provisions of this code.
ZO-8-71: ZONING ORDINANCE AMENDMENT REVISING THE NEIGHBORHOOD
BUSINESS ZONE SIGN REGULATIONS
October 27, 1971
The following paragraphs outline possible revisions to Planning Commission
Resolution Number 364 regarding the BN sign regulations. The revisions
suggested below are based on the Council discussions of October 12th and
October 26th, 1971.
1. In the 1st paragraph entitled Size, the next to the last sentence
should read: "The size of pole signs shall not exceed seventy-five
(75) square feet."
2. In the 1st paragraph entitled 'JZP, remove the last sentence regard-
ing window signs.
3. In the 2nd paragraph entitled i!a_;ght, the second sentence should be
revised to read as follows: "Pole signs shall not exceed a height
of twenty-f-ive (25) feet above the average ground level at the base
of the sign, and the minimum height between the ground and the bottom
of the sign shall be eight (8) feet."
4. The 3rd paragraph entitled Projection and Location should read as
follows: "Pole signs shall not be located closer than one hundred
(100) feet to another similar sign and shall not project into the
public right-of-way. The supporting structure of a pole sign shall
be set back from the right-of-way a minimum of ten (10) feet."
5. The 4th paragraph entitled Content should read as follows: "Signs
and advertising structures shall advertils;Aexclusive.ly the business
conducted, goods sold, or services rendered on the premises. With
the exception of readerboards, individual signs shall not devote
over 30% of the sign area to the advertisement of a specific product
or service. Readerboards may contain messages of a public service
nature and other general interest information of a non-commercial
nature."
