RESOLUTION NO. 372
A RESOLUTION TO THE CITY COUNCIL OF THE CITY OF EDMONDS RECOMMEND-
ING THE -APPROVAL OF AN AMENDMENT TO THE OFFICIAL ZONING.ORDINANCE
REVISING.SECTION 12.13.040, A, 1, GUEST HOUSE, IN ACCORDANCE WITH
PLANNING COMMISSION FILE NO. ZO-10-71.
WHEREAS, the Planning Commission of the.City of Edmonds,
pursuant to proper notice and publication, held a public hearing
on a proposed amendment to the Official Zoning Ordinance revising
Section 12.13.040, A, 1, Guest House, as explainedin exhibit "A"
attached hereto, and
WHEREAS, having made the findings as set.forth in Exhibit
"B" attached hereto, the Planning Commission determined that the.
above named.section should be.amended, now therefore,
BE IT RESOLVED by the Planning Commission of said City
that recommendation be and the.same hereby is made to said City
Council that the proposed amendment be.approved.

Section 12.13.040, A, 1, Guest House; should be.amended to read as
follows:
Guest House,.subject to.the.grant of a Conditional Use
Permit providing the.use complies.with the following
regulations:
a. The.minimum lot area.for the.principal building
and guest house shall be 20,000 square feet.re-
gardless of the.zotiing established.on the property.
b. No roomers, boarders, or paying tenants.shall
occupy the.guest house.

The.adoption of this amendment will better.regulate the.construction
and use of new.guest houses. By requiring a Conditional Use Permit,
with legal publication and posting;:adjoining residents.in the.area.
will be made aware.that a guest house is to -.be -.built and enable
their to express their opinion before construction occurs.

I wish to appeal the decision of the Edmonds Planning
Commission on December 15, 1971 in the matter of ST-7-71
"A.mendment to the Official Street Yap establishing a future
60 foot street along the bottom of Shell Valley from Main
Street at 86th Place 'rest southwestward to the future street
previously adopted."
This matter was referred to the Planning Commission by
the City Council at its meeting of July 20, 1971.
The City Planning. and Engineering Departments prepared
and presented to the Planning Commission a recommended align-
ment for a future street in this area based on a study of the
topography, existing utility easements, etc. There were no
objections from the audience to the plan, and it is my personal
opinion that the proposed alignment is a good one.
A majority of the Planning Commission voted "no" on a
motion to amend the Official Street Map. (I did not partici-
pate in this matter because my home property abuts the area
under consideration.) No alternative. street alignments were
considered by the Planning Commission.
:ply appeal is based on two reasons. First, the request
from the City Council was for the Planning Commission to
determine and recommend the best access plan alignment. A`
Planning Commisssion resolution to deny the proposed amend-
ment is contrary to this request. Second, applications have
been received to plat and subdivide property in this area.
These applications have been denied primarily because of inad-
equate access. It is certainly in the best interest of both
the City and the property owners to have a well planned and
adequate street system.
