RESOLUTION NO. '404
A RESOLUTION TO THE CITY COUNCIL OF THE CITY OF EDMONDS RECOMMEND-
ING APPROVAL OF A PROPOSED AMENDMENT TO THE OFFICIAL ZONING MAP OF
SAID CITY TO REZONE FROM GENERAL COMMERCIAL (CG) TO COMMUNITY BUSI-
NESS (BC) THAT PROPERTY DESCRIBED IN PLANNING COMMISSION FILE NO.
R-1-73.
WHEREAS, the Planning Commission of the City of
Edmonds, pursuant to proper notice and publication, held a public
hearing on a proposed amendment to the Official Zoning Map of said
City to redesignate certain property from General Commercial (CG)
to Community Business (BC), and
WHEREAS, having made the findings set forth in Exhibit
"A" attached hereto, the Planning Commission determined that the real
property described in Exhibit "B" attached hereto should be redesig-
nated; now, therefore,
BE IT RESOLVED that recommendation be and the same
hereby is made to the City Council of the.City of Edmonds that the
proposed amendment be approved.

"EXHIBIT A"
It was the finding of the Planning Commission that the designation
of General Commercial would not allow the use of the property for
a Nursing Home as requested by the applicant, but that it would be
allowed in a Community Business zone and is more in line with the
proper use of land surrounding the hospital than General Commercial
zoning will allow. The Planning Commission expressed concern that
setbacks for residential use should be imposed for the.proposed
use.

Lot 23, Solners Five Acre Tracts
As you know, the City Council, at its last meeting, con-
sidered the application for a rezone of Lot 23, Solners Five Acre
Tracts, from the General Commercial ?one to the Comunity Business
Zone. While the members of the Council seemed to aaree that the
subject property should be rezoned to permit uses contemplated by
the applicants, there was considerable concern over the principle
of rezoning the specific use contemplated by the applicants. As
a result of this concern., the 7-otion to accept the Planning Commis-
sion's resolution recommending the rezone failed to pass by a
3 - 3 vote. At that time, I could not see any alternatives to
present to the Council and I asked that the application be with-
drawn. For the reasons outlined below, T am asking that the appli-
cation be given further consideration.
After giving the matter considerable thought, it appears
that there is an alternative that may satisfy the concerns
expressed by the members of the Council who voted against approval
of the rezone. In summary, that alternative is for the applicants
to provide assurance to the City of Edmonds that the applicants
and their successors in interest will comply with the requirements
