RESOLUTION NO. 406
A RESOLUTION TO THE CITY COUNCIL OF THE CITY OF EDMONDS RECOMMENDING
THE ADOPTION OF THE VARIATIONS FOR P-4-73, PLAT OF SOMERSET, AS TENTA-
TIVELY APPROVED BY THE EDMONDS PLANNING COMMISSION, MAY 9, 1973.
WHEREAS, the Planning Commission of the City of Edmonds,
pursuant to proper notice and publication, held a public hearing on
the proposed Plat of Somerset, and the modifications and variations
requested therein, and
WHEREAS, the Commission made the findings with respect to
said variation requests as set forth in Exhibit "A" attached hereto,
and having continued the hearing to a date certain; now, therefore,
BE IT RESOLVED that recommendation be and the same hereby
Is made to said City Council that the proposed variations from the
Subdivision Ordinance be approved:
1. Variation from the required SO foot street width for
a 44 foot street;
2. Variation from the requirement of 10% additional area
for corner lots.
That the proposed variations from the Subdivision Ordinance be dis-
approved:
1. Variation from the requirement that side lot lines be
within 20% of the perpendicular to the street;
2. Variation from the requirement that building setback
lines be shown on the plat.

EXHIBIT "A"
The following findings were made in relation to the proposed subdivision:
A. The proposed subdivision assimilates three parcels of land
subdivided prior to subdivision regulations governing sub-
division of land.
0. The applicant was advised to assemble additional land for
an improved subdivision when he previously subdivided two
of the three parcels of land included in the proposed sub-
division. The applicant complied with the recommendations
and acquired the third parcel contained in the proposed
subdivision.
C. Them is substantial compliance with subdivision regulations
governing the proposed subdivision.
The Edmonds Planning Comission recommends the following variations to
Section 12.08 of the Subdivision Code be approved.
1. A variance of Section 12.08.240, paragraph 2, requiring minor
streets shall be "not less than fifty (50) feet wide in any
case, the variance being forty-four (44) feet wide, with seven
(7) easement, both sides, due to the following findings:
A. That the applicant will give easements of 7 feet both sides
of the proposed 44 foot street. for utilities with all iia-
provements installed at one time.
8. That the 44 foot width complies with the intent of setting
aside right-of-way for the general public use.
C. That the effective width of the street with easements,
would be 58 feet, 8 feet more than required as standard.
2. Variance of Section 12.38.310, paragraph "f". requiring 10%
greater area than minimum required, the variance being mini-
mum size lots for PS-12 zoned area. This variation is recom-
mended with the following findings:
A. The intent of the core to provide front yard setbacks on
both streets for site distance clearance has been met as
front yard setbacks can be made for both 9th Avenue and
the proposed Somerset Lane and provide for adequate build-
ing area on the lot.
8. That a 10 foot strip has been dedicated for additional
street widths along 9th Avenue. The City has had a policy
of including dedicated areas in the computation of lot
areas.
Variance of Section 12.08.310 (h) requiring side lot lines to be
within 20 degrees of the perpendicular of the centerline of the
street. Recommend disapproval with the following findings:
A. The applicant agreed that adjustment is possible to accom-
plish.
Variance of Section 12.08.310 (j) requiring the designation of
building setback lines on the proposed plat. Reco", nd dis-
approval with the following findings:
A. The applicant agreed that setbacks could be shorn on the
proposed plat.
