Resolution 435PLANNING COMMISSION RESOLUTION NO. 435 A RESOLUTION TO THE CITY COUNCIL OF THE CITY OF EDMONDS RECOMMENDING APPROVAL OF AMENDMENT TO THE ZONING ORDINANCE, SECTION 12.13.160 (e) LIMITATIONS ON USES IN BN DISTRICTS, AS SET FORTH IN THE PLANNING COMMISSION FILE NO. ZO-3-74. WHEREAS, the Planning Commission of the City of Edmonds, pursuant to proper notice and publication, held a public hearing on a proposed amendment to the Official Zoning Ordinance of said City, to add to Section 12.13.160 (e), that noise producing mechanical equipment shall not be installed within the building set- backs, and WHEREAS, having made findings as set forth in "Exhibit A°', attached hereto, the Planning Commission determined that the pro- posed amendment as set forth in "Exhibit B", attached hereto, should be adopted; now therefore, BE IT RESOLVED that the Planning Commission recommends and forwards to the City Council of the City of Edmonds, that the pro- posed amendment to Section 12.13.160 (e), as set forth in "Exhibit B" attached, be adopted. Resolution No. 435 "EXHIBIT A" The City has had continuing problems relating to the control of noise from BN to RS zones. Present regulations do not completely prohibit mechanical equipment in the setback areas outside buildings in BN zones, and additional space between noise producing equipment and abutting R classified zones would insure appropriate sound conditions of adjacent P, designated districts. "EXHIBIT B" P.C. Resolution No. 435 12.13.160 'Limitations on uses in BN districts. (e) All sites having a common boundary line with an "RS" classified property shall have erected and maintained a view -obscuring wall, fence or coniferous hedge not less than five feet, nor more than six feet in height for screening purposes and controlling access. Where the wall of a building is on such common property line, no separate wall or fence need be installed along that portion of the boundary occupied by the building. Public utility installations need only fence and screen with appropriate materials such as base planting of coniferous plant material on the fences to minimize the industrial character of such installations and fences, that equipment indigenous to the installation with the area surrounding and fenced and screened enclosure landscaped and planted to create a park -like atmosphere.
