Resolution 437PLANNING COMMISSION RESOLUTION NO. 437 A RESOLUTION TO THE CITY COUNCIL OF THE CITY OF EDMONDS RECOMENDING APPROVAL OF AN AMENDMENT TO THE OFFICIAL ZONING ORDINANCE OF THE CITY OF EDMONDS, SECTION 12.14.020 (G) GENERAL PARKING REQUIRE- MENTS - TABLE OF MINIMUM STANDARDS USE - SPACES REQUIRED, AS SET FORTH IN PLANNING COMMISSION FILE'NO. Z0-10-74. WHEREAS, the Planning Commission of the City of Edmonds, pursuant to proper notice and publication, held a public hearing on a proposed amendment to the.Official Zoning Ordinance of said City, Section 12.14.020 (G) General Parking Requirements - Table of Minimum Standards Use - Spaces Required, to add Retirement Home for the Aged - one (1) space for each staff member of the facility and one (1) space per four (4) dwelling units, subject to conditional use permits, and WHEREAS, having made the findings as set forth in "Exhibit A" attached hereto, the Planning Commission determined that the above named section should be amended by the inclusion of state- ment as set forth in "Exhibit B" attached; now, therefore, BE IT RESOLVED that the Planning Commission recom- mends and forwards to the City Council of the City of Edmonds, that the proposed amendment to Sec. 12.14.020 (G), as set forth in "Exhibit B" be approved. Resolution No. 437 "EXHIBIT A" Planning Commission findings indicate that the present parking requirements for retirement homes is no longer appropriate and that fewer cars:are used by occupants of said homes. In order to better meet the needs for retirement homes for the elderly in the City of Edmonds and to reduce large parking areas if the need does not exist, the Planning Commission recommends the approval of the proposed amendment to Sec. 12.14.020 as set forth in "Exhibit B". "EXHIBIT B" Section 12.14.020: General Parking Requirements = Table of Minimum Standards Use -- Spaces Required: (G) ADD: "Retirement homes for the aged - 1 space for each staff member of the facility and 1 space per 4 dwelling units under a Conditional Use Permit subject to the conditional use criteria in Section 12.16.080 of the Edmonds City Code and the following conditions: (1) Occupants of retirement homes for the aged must be disabled or otherwise eligible for Social Security; (2) The facility shall maintain transportation units for exclusive use of occupants; (3) Public transportation shall be in close proximity to the facility. A shelter shall be provided for the use of the occupants while waiting for public transportation. If access to public transportation is approximately 300 feet from the home it shall be deemed to be in proximity to the home.
