Resolution 439PLANNING COMMISSION RESOLUTION NO. `439 A RESOLUTION TO THE CITY COUNCIL OF THE CITY OF EDMONDS RECOMMENDING APPROVAL OF AMENDMENT TO THE ZONING ORDINANCE, SECTION 12.14.020 GENERAL PARKING REQUIREMENTS, AS SET FORTH IN PLANNING COMMISSION FILE NO. ZO-8-74. WHEREAS, the Planning Commission of the City of Edmonds, pursuant to proper notice and publication, held a public hearing on a proposed amendment to the Official Zoning Ordinance of the City of Edmonds, Section 12.14.020, General Parking Requirements, and WHEREAS, having made findings set forth in "Exhibit A" attached hereto, the Planning Commission determined that the proposed amendment as set forth in "Exhibit B" attached, shout be adopted; now therefore, BE IT RESOLVED, that the Planning Commission recommends and forwards to the City Council of the City of Edmonds, that the proposed amendment to Section 12.14.020, General Parking Requirements, as set forth in "Exhibit B" attached, be adopted. Resolution No. 439 "EXHIBIT A" It was the findings of the Planning Commission that Section 12.14.020, General Parking Requirements, should be amended as the reasons for provisions are unclear and there is inconsistency when provision is applied to one and two dwelling units in RM zones. This condition became apparent to the staff when the "LaGracia" and "Sammons" sub- divisions were developed. The zoning code, when applied to RML zones does not allow parking in the setbacks but in all RM zones all parking is allowed within the setbacks. It was also determined that provisions for landscaping for said areas are needed. "EXHIBIT B" Amended section should read as follows: Section 12.14.020 - General Parking Requirements - Each off-street parking space shall have a net area of not less than two hundred square feet exclusive of driveways or aisles, and shall be of usable shape and condition; to determine on a gross area basis, three hundred square feet shall be allowed per vehicle. Statement which was deleted from above section: "If the required parking space for a one or two family dwelling is not provided in a covered garage, then such space shall be not less than two hundred square feet, and shall be so located and/or constructed that it may later be covered by a garage structure in accordance with the provisions of this zoning code and the city building code."
