The Planning Commission, in public hearings on July 17, 1974, October 16,
1974, November 20, 1974,-- December 11, 1974,.,and January 8, 1975,
established the following findings:
1. The present definition of a 'family' does not appropriately
reflect the definition of a natural family or individuals
living together for regulatory purposes in the City of
Edmonds.
2. The City deems it to be in the best interest of the public
health, safety and general welfare to redefine the family
to more accurately reflect values held common in the community.
