A RESOLUTION TO THE CITY COUNCIL OF THE CITY OF EDMONDS RECOMMENDING
APPROVAL OF AMENDMENTS TO THE OFFICIAL ZONING ORDINANCE OF SAID CITY
TO ESTABLISH PROVISIONS FOR SOCIAL SERVICE FACILITIES, WITH AMENDMENTS

FACILITIES, AS SET FORTH IN PLANNING COMMISSION FILE NO. ZO-17-74.
WHEREAS, the Planning Commission of the City of Edmonds,
pursuant to proper notice and publication, held a public hearing on a
proposed amendment to the Official Zoning Ordinance, to define and
establish provisions for Social Service Facilities in said City, and
WHEREAS, having made findings set forth in Exhibit A,
attached hereto, the Planning Commission determined that the amendments
set forth in Exhibit B, attached hereto, should be adopted; now, therefore,
BE IT RESOLVED, that the Planning Commission recommends and
forwards to the City Council of said City, that proposed amendments to
Sections 12.12.040, 12.12.060, 12.12.070, 12.12.100, 12.13.040, 12.13.070,
12.13.110, 12.13.150, 12.13.270, and 12.16.0 ,75, as set forth in "Exhibit B"
attached hereto, be adopted.

"EXHIBIT A
The Planning Commission, in public hearings on October 16, 1974, November
20, 1974, December 11, 1974 and January 8, 1975, established the following
findings:
1. The City deems it to be in the best interest of the public
health, safety and general welfare to regulate Sociai
Service Facilities.
2. Applications submitted indicate there is, at this time in the
City of Edmonds, a demand for Social Service Facilities.

Amendments to Official Zoning Ordinance:
Section 12.12.040 "C" Terms
Add: CRISIS CENTERS - A social service facility which provides 24 hour
accessibility for temporary residential or counseling
services excluding hospital emergency services or
facilities which provide telephone services only.
Section 12.12.060 "E" Terms
Add: EDUCATIONAL INSTITUTION - "Educational institution" means a college,
community college or university supported by public or
private funds, tuitions, contributions or endowments,
giving advanced academic instructions as approved by
the state board of education or by recognized accredit-
ing agency, excluding preschool, elementary and .junior
and senior high schools, and trade and commercial
schools; including fraternity and sorority houses.

Section 12.12.070 "F" Terms
Add: FOSTER HOMES - A social service facility licensed by the State as a
full time foster family and described as an agency that
regularly provides care on a 24 hour basis to one or more,
but not more than six foster children, under the age of
18 years or to not more than 3 expectant mothers in the
family abode of the person or persons under whose direct
care and supervision the child or expectant mother is placed.

Secticn 12.12.200 "S" TERMS
ADD: SOCIAL SERVICE FACILITY - A facility which functions at the community
level as part of public, private, charitable, proprietary, or voluntary
program to assist persons in difficulty or need either by providing
basic health, education and welfare services, or by providing correctional
or rehabilitative services excluding foster herpes as defined in this
chapter or individuals licensed by the Department of Professicnal
Licensing, of the State or admitted to the washincton Bar Association.
A residential social service is a facility that Provides temporary
or permanent overnight care. Day services are those provided during
regular daily hours only. (Permitted Social Services Facilities are
listed in "Table of Zone Requirements for Social Services Facilities"
Section 12.16.070).
SOCIAL SERVICE INSTITUTION - A social service facility licensed by the State of
Washington to provide professional services and residential care for more than
10 persons who are mentally retarded, handicapped, or wards of the court under
the age of 18 years,excluding penal institutions or residential facilities for
rehabilitation of drug addicts,, alcoholics or work release center.
Section 12.13.040 - Secondary Uses in RS Districts
AMEND: (f) Day nurseries, child care centers, pre-schools and private kindergartens,
subject to grant of -conditional use permit and Statement of Operating Corditions
provided there is established and maintained in connection therewith, a
fenced play lot on the premises, with a minimum area of four hundred square
feet in size, plus an additional forty square feet for each child in excess
of 10, and subject to the regulations of the State Welfare Department.
(1) Appeal procedures for rehearing - Refer to Section 12.13.110(L)(8).
AFTER (k) ADD (j) Foster Homes, with not more than the number of persons permitted by
definition of a "family".
