RESOLUTION NO. 472
A RESOLUTION TO THE CITY COUNCIL OF THE CITY OF EDMONDS RECOMMENDING APPROVAL
OF AMENDMENT TO THE OFFICIAL ZONING ORDINANCE, ZONING DEFINITIONS, SECTION
12.12.030 "B" TERMS, BUILDING HEIGHT ALLOWABLE, AS SET FORTH IN PLANNING
COMMISSION FILE NO. Z0-8-75.
WHEREAS, the Planning Commission of the City of Edmonds
pursuant to proper notice and publication, held a public hearing on a proposed
amendment to the Official Zoning Ordinance, Zoning Definition, Section 12.12.030
"B" Terms, Building Height Allowable, and
WHEREAS, having determined that the existing definition is
not practical due to various relief, the Planning Commission determined that
the proposed amendment as set forth in "Exhibit A" attached here to, should
be adopted; now, therefore,
BE IT RESOLVED that the Planning Commission recommends and
forwards to the City Council of the City of Edmonds, that the proposed
amendment to the Official Zoning Ordinance, Zoning Definitions, Section
12.12.030 "B" Terms, Building Height Allowable, as set forth in "Exhibit A"
attached, be adopted.

IF the undisturbed soil elevation is not readily determined due to de;nolition of
an existing structure, the contours may be reconstructed by the building official
to coincide with adjoining topography to determine the undisturbed soil elevations.
If -the proposed structure occurs where no setbacks are required, the elevation of
the surface (sidet'ialk, alley or soil) of the property line at or nearest the
intersection'of the sides of the building height rectangle will be considered
undisturbed soil.

Building Height
BUILDING AREA, ALLOWABLE, as used hereina.bove shall mean the horizontal
surface of any lot or parcel of property within which a structure may
be built, bounded by the required yard setbacks, if any, except those
structures permitted to project into said setback areas pursuant to
Section 12.13.050(h) of the Edmonds City Code.
BUILDING UOLUIE, ALLOWABLE, as used herein, shall mean the three-dimensional
space in which a building or structure may be built as dolineated by yard
setbacks, if any, and building height restrictions. No portion of a
building or structure may penetrate the allowable building volume except
church steeples, subject to review by the Amenities Design Board, chimneys
not to exceed nine (9) square feet in horizontal section, nor more than
three (3) feet in height or vent pipes not to exceed eighteen (18) inches
in height, or the projections permitted in setback areas, pursuant to
Section 12.13.050(h) of the Edmonds City Code.
UNDISTURBED SOIL as used herein shall mean the condition of the site at
the time a building permit application is made to the City and prior to
any site work occurring. Provided, however, where the site has been
altered by grading, cutting or filling or similar activities prior to the
application for a building premi t, the building official shall have the
right to make the determination from then available data of the mean elevation
of the undisturbed soil. Where the building official deems it necessary, he
shall have the right to require establishment of a datum point or bench mark
for the mean elevation point from which all height measurements shall be made.
