A RESOLUTION TO THE CITY COUNCIL OF THE CITY OF EDMONDS RECOMMENDING
APPROVAL OF A PROPOSED AMENDMENT TO THE OFFICIAL ZONING ORDINANCE OF
SAID CITY, SECTION 12.13.030 (f) (3) PRIMARY USES IN RS DISTRICTS, AS
IT AFFECTS CHURCHES IN RM ZONES, AS SET FORTH IN PLANNING COMMISSION
FILE NO. Z0-4-75.
MIREPB, the Planting Commission of the City of Edmonds,
pursuant to proper notice and publication, held a public hearing on
a proposed amendment to Section 12.13.030 (f_) (3) Primary Uses in RS
Districts, as it affects churches in RM Zones, and
WHEREAS, it was determined by the Planning commission
in findings set forth in. "Exhibit A", attached hereto, that the proposed
amendment set forth in "Exhibit B", attached hereto, be adopted; now,
therefore,
BE IT RESOLVED that the Planning Commission recarTrends
and forwards to the City Council of said City, that the proposed amend-
ment to Section 12.13.030 (f)(3), Prirnary Uses in RS Districts, as it
affects 'Churches' in RM Zones, as set forth in "Exhibit B", attached
hereto, be adopted.

The Planning Commission, in a public hearing on April 9, 1975, and
May 14, 1975, determined the following:
1. That churches, auditoriums, and recreation facilities
are the only buildings restricted to the 30 foot setback
in the RM Zone;
2. That this requirement. is not consistent with other
large buildings, i.e., apartment buildings, which
require only a 15 foot setback in the RM Zone;
3. It was determined to be in the best interest of the
general public, health, safety and welfare.
