Resolution 487PLANNING COMMISSION RESOLUTION NO. 487 A RESOLUTION TO THE CITY COUNCIL OF THE CITY OF EDMONDS RECOMMENDING APPROVAL OF AN AMENDMENT TO THE OFFICIAL ZONING ORDINANCE SECTION 12.13.110 (h) PRIMARY USES IN RM DISTRICTS, TO ALLOW ALCOHOLIC AND MENTAL CARE IN ACUTE GENERAL CARE HOSPITAL, AS SET FORTH IN PLANNING COMMISSION FILE NO. ZO-10-75. WHEREAS, the Planning Commission of the City of Edmonds pursuant to proper notice and publication, held a public hearing on a proposed amendment to the Official Zoning Ordinance, Section 12.13.110 (h) to allow alcoholic and mental care in acute general care hospital, and WHEREAS, it was determined by the Planning Commission in findings set forth in "Exhibit A" attached hereto, that the proposed amendment set forth in "Exhibit B" attached hereto, be adopted; now, therefore, BE IT RESOLVED that the Planning Commission recommends and forwards to the City Council of said City, that the proposed amendment to Section 12.13.110 �,h) Primary Uses in RM Districts, to allow alcoholic and mental care in acute general care hospitals in accordance with R.C.W. Resolution #487 "EXHIBIT A11 The Planning Commission, in a public hearing on July 23, 1975, determined that only acute general care hospitals are licensed in Chapter 70.01.31 of. the R.C.W.; therefore, if they were licensed under another chapter they would not be permitted under this measure. It was also determined that Stevens Hospital is the only place that the Police Department has to place a person who is either acutely mentally ill or has an acute alcoholic problem. It was therefore determined that the proposed amendment would be in the best interest of the general public health, safety and welfare. "EXHIBIT B" 12.13.110 - Primary Uses in 1;1,4 Districts (h) Hospitals licensed pursuant to Chapter 70.01.31 of the Code of Washincrton, specifically excluding alcoholic, mental and penal hospitals not so licensed.
