Resolution 491PLANNING COMMISSION RESOLUTION NO. 491 A RESOLUTION TO THE CITY OF EDMONDS RECOMMENDING APPROVAL TO AMEND THE OFFICIAL ZONING ORDINANCE OF SAID CITY, SECTION 12.12.030 DEFINITION OF BUILDING VOLUME, ALLOWABLE AS SET FORTH IN PLANNING COMMISSION FILE NO. ZO-23-75. WHEREAS, the Planning Commission of the City,of Edmonds pursuant to proper notice and publication, held a public hearing on proposed amendment to the Official Zoning Ordinance, Section 12.12.030, and WHEREAS, the Planning Commission determined that the present ordinance places a severe imposition on the design of elevator shafts and chimneys in multiple residential buildings, and WHEREAS, elevator shafts should be allowed to project 3 feet above the allowable building volume to provide for the overhead requirements of passenger elevators and encourage the installation of this common amenity in three story buildings, and WHEREAS, chimneys should be allowed to project three feet above the allowable building volume and should be clustered wherever possible, to provide this amenity to people who reside in multiple dwelling buildings; now therefore, BE IT RESOLVED that the Planning Commission recommends and forwards to the City Council of the City of Edmonds, that the proposed amendment to the Official Zoning Ordinance, Zoning Definitions, Section 12.12.030 "B" Terms, Building Volume Allowable, as set forth in "Exhibit A" attached, be adopted. Resolution # �91 ITYPTUT All Change Zoning Ordinance to the following: BUILDING VOLUME, ALLOWABLE. "Allowable Building Volume", as used herein, means the three-dimen- sional space in which a building or structure may be built as delineated by yard set backs, if any, and building height restrictions. No portion of a building or structure may penetrate the allowable building volume except: 1) church steeples subject to review by the amenities design board, 2) elevator penthouses, not to exceed 72 square feet in horizontal section nor three feet in height, 3) chimneys not to exceed 9 square feet in horizontal section nor more than 3 feet in height, provided that in multiple unit buildings (RML and RMH) the total square footage for chimneys shall be nine (9) square feet in horizontal section for the first chimney and six (6) square feet for every chimney thereafter. Chimney flues shall be clustered wherever possible and no one multiple flue/chimney may be more than 39 square feet in horizontal section. 4) vent pipes not to exceed eighteen inches in height 5) the projections permitted in setback areas, pursuant to Section 12.13.050 (h) of this code.
