A RESOLUTION TO THE CITY COUNCIL OF THE CITY OF EIfONI]S
RECOMMENDING APPROVAL TO AMEND THE OFFICIAL ZONING ORDIXAINCE OF
SAID CITY, SECTION 12.13. ]_30 DEVELOPMENT AND DINENSIONAL REGU-
UTIONS IN P24 DISTRICTS TO ALLOW A HIGHER DENSITY AND A REDUCED
PARKING REQUIRD.IENT FOR ELDERLY HOUSING PROJECTS, AS SET FORTH
IN PLANNTING CaNJUSSIGN FILE NO. ZO-24-75.
WIiEAEAS, the Planning Commission of the City of Edmonds
pursuant to proper notice and publication, held a public hearing
on proposed amendment to the Official Zoning Ordinance, Section
12.13.130, and
INTIEREAS, the Planning Commission has determined that there is
a demonstrated need for subsidized elderly housing in Edmonds
supported by the fact that three of the Census Tracts in Snohomish
County designated high priority for HUD's Section 8 subsidized
elderly housing program are in Edmonds, and
WHEREAS, approximately 90a of the HUD subsidized elderly housing
projects in the Seattle area are occupied by single elderly women,
and,
WHEREAS, car ownership is not high among low income elderly
persons, especially when they live within reasonable walking distance
of stores and other necessary services, and
WHEREAS, a density increase for subsidized elderly units will
not result in an increase in lot coverage beyond what is now per-
mitted in the zoning ordinance nor will it increase the existing
height allowable, and
lfflEREAS, the Planning Commission has determined that the
proposed amendments to the Official Zoning Ordinance as set forth
in "Exhibit A" will provide decent safe and sanitary housing for
Edmonds senior citizens; now, therefore

BE IT RESOLVED that the Planning Commission recommends and
forwards to the City Council of the City of Edmonds a proposed
amendment to Section 12.13.130 to allow a higher density and
reduced parking requirement for elderly housing, as set forth
in "Exhibit A" attached, be adopted.

"EXHIBIT A"
Change Zoning Ordinance to the following:
12.13.130 DEVELOPT4ENT AND DIENSIONAL REGULATIONS IN RM DISTRICTS
(h) Density and Parking Allowance for Elderly Housing Projects
in all RM Districts
A minir-aum of. 750 square .feet of lot area per unit
1-parking space/unit - 1 space/3 units to be set
by the Board of Adjustment
(i) All elderly }sousing projects utilizing the density in
12.13.130 (h) shall be subject to a conditional use
permit. The permit shall be contingent upon the City
Planner's receipt of a written statement of intent and
operating conditions by the owner/applicant stating that
the following conditions shall be met:
1. As long as the project utilizes the increased
density allowance it shall be rented primarily
to elderly persons.
2. The Board of Adjustment shall allocate the
required number of parking spaces within the
range established in 12.13.130 (h) above,
after evaluation of, but not limited to, the
following criteria:
a) Convenient walking distance to public
transportation, grocery and drug stores,
and other necessary services
b) Condition of roads and sidewalks in the
vicinity
c) Proximity to parks, cultural and recre-
ational facilities
