The Edmonds Citizens' Tree Board Meeting was called to order at 6:02 p.m. by Board co-chair Bill Phipps in the Council
Chambers, Public Safety Complex, 250 5th Avenue North, Edmonds, WA.

CALL TO ORDER:
TB Co -Chair Bill Phipps called the meeting to order at 6:02 pm.

APPROVAL OF AGENDA:
The agenda was approved.
APPROVAL OF NOTES:
November 7, 2019 meeting notes were approved as written.
AUDIENCE COMMENTS:
Katy Bigelow, Certified Arborist. Commented she had approached the city to apply for the full time city arborist and was
told that because she doesn't live in the city she was not eligible to apply for the position. Some discussion followed
concerning who should and can apply for the city arborist position when it is approved by council.
OLD BUSINESS:
a) Diane reported that the City Arborist position in the city budget will likely be approved at the next council meeting.
Debra Dill the current PT arborist will apply. The new position will likely report to the Parks and rec department.
b) Gail reported that she and Barbara are continuing to work on the project in conjunction with the parks department.
The project is anticipated to take several months to complete.
c) Street Tree planting plan is moving forward and is included in the UFMP project. Discussion followed suggesting
there needs to be an ongoing plan for continual planting and replacing street trees. Currently most of this work is
carried out in the downtown area. Gateway street corridors are also being looked at for better street tree planting
and enhancement.
d) Kyle Braun reported that the Tree City USA certification and growth award have been filed.
e) New Tree board members, 1 full member and 1 alternate will be appointed and the January 17th City Council
meeting. Current members that are renewing have completed the application form and will also be appointed at the
January 17th CC meeting.
f) Suzanne will provide information to Shannon Doyle, interim Parks and Rec director, for new permaculture garden in
the new Civic Park project.
g) Kernen reported that work in being done on a city tree code. The current rules regarding trees will be updated and
development code will be looked at for more flexibility can be used in development code and design to slow down
clear cutting on new development projects.
NEW BUSINESS:
a) DP 80 and 81 were discussed concerning the Edmonds Marsh improvement project and how trees may be included
in the plan. Diane is very involved in the project and is keeping the TB informed.
b) Tree board members gave Kyle input for the 2020 projects and events we will be working on. Kyle also gave
instruction on how the growth award is determined and that the TB should continue to take on new projects to
educate the public and partner with other groups to plant more tree in the city.
TREE BOARD MEMBER IDEAS & COMMENTS:
a) Gail provided a listing of limited -height trees planned for planting at the Waterfront Center.
b) Suzanne provided an update on TB weblinks revision project, designed to broaden scope of information provided,
promote ease of use and become a more visited and valuable community resource.
c) A new chairperson will be elected on the 1st meeting in February 2020 because there will not be a quorum of
members at the first meeting in January 2020 due to members needing to be appointed by CC after the 1 st TB
meeting in 2020
