2012-02-01 Downtown Parking Advisory Committee MinutEDMONDS PARKING COMMITTEE MEETING MINUTES FEBRUARY 01, 2012, 3:30 PM Present: Debbie Dawson, Bertrand Hauss, Adrienne Fraley-Monillas, Michael Plunkett, David Thorpe, Ron Wambolt and Karen Wiggins. The meeting was called to order at 3:40 PM. The January 4, 2012 meeting minutes were looked at by the committee and were approved. • Currently nine (9) Rideshare and 322 Employee Parking Permits for 2012. Michael Plunkett made a verbal comment on two topics. He had been approached by a business owner concerning the loss of two parking spaces on Sunset Avenue. Currently a garbage dumpster is taking up those spaces and gets picked up once a week. He has talked to Phil Williams about this situation and Phil is looking into it. The second comment concerned the gate going into Brackett's Landing. Currently the gate closes at 8pm, could it be left open longer to accommodate additional parking for patrons of downtown? Michael has talked to the Mayor about this and the Mayor said he will talk to the Police Chief concerning this situation. Michael asked that both of these issues be included in the March agenda. Debbie gave the count of parking tickets for January at 27. The total for 2011 was 1,018 parking tickets written. e Discussion on parking limitations of Dayton St. (4 stalls in front of Las Brisas) and Railroad on south side St. (certain stalls south of Ferry Terminal). Bertrand said that Public Works has looked into this and understand the need for more parking especially for Sound Transit commuters. The idea is that both areas have two different parking restrictions. From 7am until 7pm for a 12 hour parking time limit. From 7am until 7pm there would be a three hour parking limit. By doing this on a test basis the City can monitor the usage and compliance. In front of Las Brisas this would mean four (4) additional spaces and on Railroad Ave. it would be at least five (5) additional spaces. Bertrand will bring this to the Community/Development Services committee to look into. Bertrand would also like these two issues included in the March agenda. The committee all agreed that the dual time restrictions would be a positive move and approved the further action. • Further discussion on 3'd Ave. S. from Walnut St. to Pine St. Bertrand mentioned that Phil Williams was concerned of having time restrictions along that area because it is abutting the City Park. The committee could not grasp his concern and were unanimous that the restrictions should go ahead. Last month Debbie gave the number of cars parked and where the registered owner lived. It was incorrectly noted that this was done in the area all the way south to Pine St. That was not correct; it was only to Walnut St. The committee wanted this item to continue in the March agenda. Parking ticket money collected by the City goes into Fund 121 and can only be used for parking enforcement. The current amount in the Fund is $77,571. Debbie is going to talk to at least one vendor that represents software and hand held computers to see what the current costs may be and to get questions answered that have been brought up. The committee thinks that this is an opportunity that needs to be explored and Debbie will bring information at the March meeting. Finally, Debbie asked that we continue to push for the definition of "visitor". Sharon Cates of the Lighthouse Law Group has been working on this and the committee wants to get the re -writes done and in the books. A sever problem exists in the 300 block of Daley with a resident that has at least four vehicles for rent (motor homes, trucks with campers on them). He has obtained visitor parking permits and uses them in the mentioned vehicles then parks them on the street and rarely moves them. The meeting was adjourned at 4:26pm. Parking Minutes 2/1/2012 2
