Walnut St. to Pine St.
8. Report regarding spending from the Employee Permit Parking Fund. Need info
on costs and time frame.
9. Michael Plunkett — concerning loss of two parking spaces on Sunset Avenue due
to a dumpster taking up two spaces
10. Adrienne: Disabled parking violation penalty change/parking code amendments.

Present: Stephen Clifton, Debbie Dawson, Adrienne Fraley-Monillas, Michael Plunkett, David Thorpe,
Ron Wambolt and Karen Wiggins.
The meeting was called to order at 3:40 PM. The minutes were looked at for the month of February and
a correction was noted. Item 6 from the February agenda, parking limitations on south side of Dayton
and on Railroad St. The limitations are a three (3) hour limit M-F: 7 PM — 7 AM and a twelve (12) hour
limit: M — F: 7 AM — 7 PM. Corrections noted the minutes were then approved.
• Currently 9 Rideshares and 326 Employee Parking Permits for 2012.
There were 130 parking tickets written for the month of February.
Item 6 was information on possibly keeping Bracketts Landing (north of the ferry dock) open later to
accommodate additional parking for patrons of downtown Edmonds. Stephen mentioned that the
Mayor, Public Works and Public Safety are still gathering more information and that this will be
continued on next months agenda.
Item 7 was discussion an adding 3 hour parking restrictions on 3rd Ave. S. from Walnut St. to Pine St.
Stephen mentioned of the possible need to enlarge the time to four (4) hour limit being that the City
Park runs along this street. Debbie mentioned again that it is best to keep the parking limits as
consistent as possible and a 3 hour limit would do that. Again the committee saw no enforcement
issues pertaining to events at the Park and a 3 hour limit. Karen is going to send an e-mail to Michael (at
his request) that it is approved by our committee and to get this additional restricted parking area done
ASAP. With that request he then will go to Parks/Public works and Public Safety.
Item 8 was a report from Debbie on her meeting with Cardinal System out of Texas. This company
handles parking enforcement equipment such as hand held scanners that assist in ticket writing. There
were some questions from Chief Lawless about I.T. issues and some he had for the Municipal Court. He
is researching into these areas and will get back to Debbie. We also would need three (3) bids so
Debbie is pursuing that angle. One big plus with Cardinal is that they are already interfaced with
WSDOL. This item will move onto the April agenda for an up -date.
Item 9 was concerning the loss of two parking spaces on Sunset Avenue due to a dumpster taking up
two spaces. Phil Williams is still working on this issue and that more information will be given at the
April Parking Meeting.
Item 10 was from Adrienne that the State Statute has changed and the Court wants our code up -dated
on handicap parking fines. The cost of a ticket was $250 but has now gone up to $450. Public Safety will
be notified so that the change can move forward.
Adrienne will also contact Sharon with the law group as to the code re -writes pertaining to the
definition of "visitor". This will move to April's agenda.
Edmonds — Woodway High School parking has reared its head again. Again the Committee is hesitant to
pursue this issue but is going to forward the concern to the Police department to let them look at the

situation. The Committee also asked that Stacy Gardea who wrote the letter to the Committee clarify
her points of concern so the Committee can understand the issues. This item will be on the April
agenda.
