2012-06-06 Downtown Parking Advisory Committee MinutRECEIVED EDMONDS PARKING COMMITTEE MEETING MINUTES JUL. 18 2012 June 06, 2012, 3:30 PM EDMQNDS CITY CLERK Present: Debbie Dawson, Stephen Clifton, Bertrand Hauss, Carrie Hite, Kristina Johnson, Adrienne Fraley-Monillas, David Thorpe, Ron Wambolt and Karen Wiggins with citizens Pete Farmer, Janet Fife and Diane Grignon. The meeting was called to order at 3:32 PM. Three Edmonds residents were in attendance so the May meeting minutes were approved after their concerns were heard. Janet Fife spoke of her frustration about lack of parking for the Sounder Transit train. She mentioned that the first three trains to Seattle seem ok as far as spaces available. It is the last two trains out, 7:11 and 7:41 that are now the hardest to find any parking. The usage of the Port of Edmonds lot just north of the Sound Transit lot was used for parking during the construction of the now Sound Transit parking lot. Stephen Clifton mentioned the Port was fine for the use of the lot for Sound Transit parking but that the lot would have to meet federal laws in particular the ADA (Americans with Disabilities Act) and to convert the lot to meet the requirements would be costly. Stephen soon found out that the lot was used as "temporary" during the construction phase. At this point in time "temporary" is now for 30 days only. An idea of using stickers for the later commuters that could allow them to park in spaces that currently have three hour limits during the week has been brought up and will be brought back to the July meeting. Stephen pointed out that Sound Transit is very aware of the problem and is looking for solutions. Pete Farmer and Diane Grignon both live on 4th Avenue and are upset with the company vans and trucks that park on the street now since the City put up new parking restrictions on 3rd Avenue (for this very same reason). The committee decided to have Bertrand do a survey to the residents that live in the effected and in even a bit larger area so that he does not have to keep doing survey's every year. Some of the area is all of Bell Street, 41h Avenue from Howell to Hwy 104 and maybe even 7th Avenue. This item will return in the July meeting. May meeting minutes were approved. • Rideshare holds at 9 with an increase of two Employee Parking Permits for 2012. Karen mentioned that soon 10 more Employee Permits will be issued for a business along Admiral Way. There are currently 334 Employee Parking Permits. • 130 parking tickets were issued in the month of May. Carrie Hite spoke about Brackett's Landing parking. She mentioned that the area was funded under an IAC grant and that brings certain restrictions on the use of the area. No individual and/or business can benefit because this is a public park. Having later closing hours for parking may be in conflict with this. She mentioned that currently the park is closed at sunset. An idea of having a "soft" close at Brackett's Landing meaning that the police would close the other parks prior to Brackett's. We will see how this goes during the next three months and return to it in September. Adrienne had no response from the Police Chief on any issues with Edmonds Woodway High's parking so may this issue rest in peace. It was decided that we would meet on July 11th since these new issues came up. Meeting was adjourned at 4:50 PM.
