2012-10-03 Downtown Parking Advisory Committee MinutEDMONDS PARKING COMMITTEE MEETING MINUTES October 03, 2012 3:30 PM Present: Stephen Clifton, Debbie Dawson, Bertrand Hauss, Kristiana Johnson, Adrienne Fraley-Monillas, David Thorpe, Ron Wambolt and Karen Wiggins. The meeting was called to order at 3:35 PM with the minutes from September 04, 2012 meeting approved. Currently there are 9 Rideshare and 381 Employee Parking Permits for 2012. No public correspondence or visitor issues. Updating parking enforcement information, Debbie said June had 178 citations, 129 for June, 154 for August and a preliminary number for September at 103 with 20 or 25 more being finalized. No information on Brackett's Landing parking. 1. With citizen survey results from Bertrand the committee followed in line with the vote of the citizens. A) 3 hour parking limit along 61h Ave. N. between Bell to Daley St. B) 3 hour parking limit on Howell Way from 3`d Ave. to 4th Ave. South C) No change on 41h Ave. S. from Walnut St. to south end of street. 2. More information is needed about 200th Street SW. (across the street from Maplewood Elementary. Bertrand is going to get in touch with the school and ask about weekend activities at the school. 3. Surveys will be sent out to the citizens north of Haynes Wharf Park asking about possible "No Parking from Dust to Dawn" limitations. 4. 51h and Pine, Bertrand is going to check about getting an ordinance to add a load/unload zone and then maybe having the City sign and paint to City's standards. 5. A citizen asked about getting a disabled parking space in the vicinity of 224 3rd Ave. S. The citizen did not come to the meeting and the committee had some questions about "need" and ADA specs. This item was tabled. 6. Parking along Railroad St. is still in consideration for additional parking for the Sounder. Bertrand mentioned that Community Transit only needs 40 feet (allowing 2 or 3 parking spots to open up). He is also looking at one or two "drop off" area(s). He will report back at the next meeting. The committee is going to be changing meeting days, looking at Mondays in the future. Our next meeting is on October 29th 2012. Adrienne mentioned that she would talk to Jim Underhill if he may be interested in joining the Parking Committee. Two items came up under new business_ First it was asked by Kristiana that a survey be sent out to the citizens along Park Road about changing the parking to 'No Parking" on Park Road. There are concerns that when cars park on the street that there may not be enough width for emergency vehicles to get through. Survey is to be sent out with results at the next meeting. Second, it was asked for a new agenda item for the next meeting on the subject of time restrictions for handicap/disabled parking spaces. Meeting adjourned at 4:50 PM.
