2012-12-03 Downtown Parking Advisory Committee MinutEDMONDS PARKING COMMITTEE MEETING MINUTES December 03, 2012, 3:30 PM Present: Debbie Dawson, Joan Ferebee, Bertrand Hauss, Adrienne Fraley- Monillas, Kristiana Johnson, David Thorpe, Ron Wambolt and Karen Wiggins. The meeting was called to order at 3:35 PM with the minutes from October 29, 2012 being approved. Rideshare (9) and Employee Parking Permits (383) held the same as last month. There were 108 tickets written in October. Joan Ferebee, Edmonds Court Administrator, came to the meeting to talk about Edmonds policy that allows people with parking tickets to only pay half of the amount of the ticket if it is paid within 24 hours. A State audit had concerns about how this process worked. Say a ticket is written on a Friday night, it might not get into the system for a day or two, which can cause a delay for the person to pay on that ticket. The State auditor said this process "must improve". Upon discussion the committee decided the best thing to do was to eliminate the half off discount on parking tickets. Adrienne will forward this information to the City attorney. • The surveys are to be sent out to the citizens along 200t" Street SW (across the street from Maplewood Elementary) and the results will be given at the January meeting. • 75t" Ave. W by Haynes Wharf Park will have no changes in parking or signage as the results of the survey went 50/50. ■ Park Road survey came back with 5 of the 7 saying they wanted no change. Bertrand will bring more information to the January meeting. There was more talk about time limits on disabled parking spaces. Adrienne brought information on Washington State law about parking for persons with disabilities. She had also talked to the Cities of Mountlake Terrace, Lynnwood, Shoreline and Mukilteo about their policy. 72 hour limit was discussed and the committee will need more information on that from the Edmonds City attorney along with more research on this topic. The committee would like to be able to tow extended violators even if they have a handicap placard. This will be extended to the January meeting. At the end of the meeting Karen asked Debbie what the status was on the enhanced ticketing system. Debbie mentioned that the Police department, finance, IT and the court all play a roll and right now everything is on hold. Karen asked that the Mayor know and understand this situation in hopes of getting some movement on this. Adrienne said that she would talk to the Mayor on this subject.
