HISTQRY AND SUMMARY STATEMENT:
This item is intended to provide the Council with an opportunity
to discuss their impressions and tour of the Norma Beach/Picnic
Point area, and to review and discuss the most current
information available from staff and the residents of the area.
Exhibit 1 contains our original worksheets on costs, revenues,
and sales tax for the study area (areas "A" and "B"). The net of
revenue minus costs for a six year period were indicated. Cost
detail information supplied by the departments is also included.
Exhibit 2 contains revisions to these original estimates based on
further research done by staff and from information provided by
the residents of the area. Exhibit 3 is also included to provide
the actual calculations and assumptions done by the residents'
group. The overall results are similar, confirming our general
agreement on the assumptions and methods used.
Our conclusion after reviewing the information is that the
revised figures (Exhibit 2) represent a more accurate picture of

what is likely to occur if the city were to proceed with an
annexation of the study area.
Differences in specific numbers can be traced to a different
method of looking at the total sales tax picture, and a refined
method of extracting the total assessed value of the study area.
We have also taken a closer look at the first year transition
which occurs after the annexation is approved.
■ Sales Tax: We originally looked at the average sales tax
equalization that Edmonds receives (the difference in the
Edmonds and State averages) and applied that difference to the
study area. We also received some information from Olympia on
actual receipts from some businesses. This gave a partial but
incomplete picture of total sales tax receipts.
The new method establishes a baseline level of sales tax
equalization which would apply to the study area even if no
actual sales tax receipts were received. The amount of actual
revenue could not fall below this amount.
• Assessed Value: The Planning Division used its newly acquired
MetroScan system to do a more detailed analysis of the study
area. By using quarter sections and backing out city levy
codes (Edmonds, Lynnwood and Mukilteo) we feel we have a more
accurate total assessed value figure than was provided by the
County earlier in the study. To calculate the actual property
tax, we also subtracted about 8.5% from the total value to
account for government, education, utilities, parks, and
miscellaneous exempt properties. This was taken from the
earlier use percentages supplied by the County.
• The first year transition works as follows:
If the annexation is assumed to be finalized by March 1, 1993,
then the city would first receive property tax revenues in
1994. Sales tax revenues would be received for 1993, and the
other per capita based revenues indicated. In addition, the
city would receive the 1993 county road tax revenues, based
again on assessed valuation in the area. These assumptions are
reflected in the "Norma Beach Revenue/Cost Summary" of
Exhibit 2 and in the residents' calculations in Exhibit 3.

1 Sales tax equalization revenues are distributed by the state to localities
which obtain less revenue than the state average from sales tax receipts.
Edmonds currently receives $71 per capita from sales tax compared to the
state average of $97 per capita; Edmonds therefore receives sales tax
equalization money.

businesses in the area provided by the city. This is an undercounting since we
did not have all the business names for the area.

RE: Norma Beach/Picnic Point Annexation Cost/Revenue Study
Residents of the area lying north of the City of Edmonds (identified here as the Norma Beach/Picnic Point area)
approached the Edmonds City Council to ask what the city's interest would be in annexing the area. At the request
of the City Council a study has been conducted to look at a general estimate of the costs and revenues that could
be expected from a possible annexation of the Norma BeachlPicnic Point (NB/PP) area north -of Edmonds. As can
be seen from the enclosed map, the primary annexation study area is being referred to as Area A. Area A is
broadly defined as the area south of Mukilteo, north of Edmonds and Lynnwood, and west of SR 52S and
Highway 99. The portion identified as Area B is currently subject to an annexation initiated by the City of
Lynnwood. The City of Edmonds is precluded form processing; an annexation in the area currently being
considered by Lynnwood. Furthermore, Edmonds would only potentially be interested in Area B if the proposed
annexation to Lynnwood was defeated and area residents clearly expressed an interest in annexing to Edmonds.
However, the Council requested that the study include the costs and revenues of Area A alone and of Area A +
Area B (Area A+B) combined.
In preparing this study, analyses addressing costs and revenues were provided by Fire, Police, Engineering,
Public Works, Parks and Recreation, Planning and Building, Court Administration and Adminsitrative Services.
In addition, the Finance Department provided estimated revenues for these areas. A summary of these costs and
revenues is attached.
Assumptions and Cautions
There are several important cautions and assumptions to be noted in reviewing this material.
✓ It should be noted that revenue figures provided by Finance do not include sales tax; there
are businesses in the area, but sales tax revenues cannot be projected at this time.

✓ It can reasonably be assumed that as development occurs in the area, property tax revenues
will increase. Only a 6 % annual increase in property tax revenues has been assumed for
each year, which may significantly underestimate the impact of development in the area
(particularly as the Paine Field project progresses). Revenue projections should therefore be
viewed as being very conservative.
✓ It should be noted that the timing of the annexation (if it were to occur) and the staffing
necessary as a result of the annexation can be controlled by the city. This is important
because it can help balance the flow of revenues and expenditures.
The most noteworthy assumptions were made by Fire, Engineering and Public Works. The Fire Department's
figures assume that Fire District #1's Lake Serene Station #3 would be transferred to the City of Edmonds,
including staff and equipment. Both Engineering and Public Works assumed that Alderwood Water and Sewer
District will continue to service the NB/PP area, rather than the City of Edmonds taking over these services.
Finally, a great deal of interest has been expressed by the NB/PP community regarding potential annexation. As a
result you should anticipate that there may be citizens from this area attending the meeting of October 8th, and
subsequent meetings, in hopes of receiving some commitment from the city (either pro or con) prior to the
General Election in November.
Conclusion
The results of the study indicate that, from a budgetary standpoint, there is probably close to a balance in
revenues and costs that could be expected in the near future (over the projected six -year time period) if the city
were to consider annexing the Norma Beach/Picnic Point area. A major unknown concerns the area's impacts on
the city's long-term capital facilites planning, which will be the subject of a major planning effort over the next
two years.

Court Administration
Because the Police department has indicated that if the City does annex the areas proposed they
would be anticipating an increase in officers. In light of this information, the court would have
to respond to a proportional increase itself. If the police department increases their officers by
8 (annex Area A), the court would anticipate a need for 2 additional court clerks; and if the
police department increases their officers by 13 (annex Area A+B) we would need 4 additional
staff. With this increase in officers, the court would recognize an increase in courtroom time
which would mean additional judicial services and more available courtroom time; also the
appropriate space to allow for additional staff would be needed.
Support material for these additional staff would include desks, chairs, phones, desk
accessories, etc. The cost for each additional staff would be approximately $1,000.
With additional filings, our use of forms and other office materials would also increase and we
would anticipate an approximate increase in the annual budget of $1,500.
Everything is dependent on the amount of increased filings, so if an 8% increase is expected
this would increase the judicial time by 288 hours a year for an increase in salaries of $17,000
a year. Additional courtroom time would be approximately one to three days a month. The
cost of space is all dependent on the number a new staff, but I would recommend space be
enough for growth.
The only unexpected increase in the budget would be for file cabinets in the second and fourth
years at a cost of $1,000 for those years. This is obviously contingent on if we do or do not
get any alternative archiving system.
Engineering
The only real difference in impacts between the two boundaries to be reviewed are the
responsibilities for improvements, site reviews, and maintenance of SR 99. There was no
surface water/storm drainage plan to review and evaluate.
Street: There are approximately forty-five (45) miles of streets in the area. The surface
condition of the majority of the streets is fair to good. A life cycle overlay/resurfacing
program needs to be started. Initial costs of $200,000 to $300,000 is needed to repair the
few bad streets. (This would begin in year 2 or three and continue for 2 or 3 years.)
Presently, we are resurfacing approximately 4% to 6% of the streets per year. This is a poor
program. Adding 45 miles to the current program would be detrimental. The resurfacing
program should address 8% to 12% of the streets per year. Depending on the type of
resurfacing - slurry vs. overlay - an annual resurfacing budget of $60,000 to $250,000 would
be recommended for the new area.
Transportation improvements: No major improvements were identified in the Snohomish
County Six -Year Transportation Improvement Program (T.I.P.). There is, however, the
probable need for two (2) signal systems in the future. the estimated cost for these systems
in $150,000 each. (The first signal would be installed in about 4 years; the second signal, the
year after.)

Storm Drainage System: Insufficient information to make a sound judgement. Visual
observations would indicate there are storm water issues which will need to be addressed. The
first step would be a study at cost of approximately $150,00 to $250,000. Typical studies ;
for area of this size would identify capital projects in the $2.0 to $10.0 million range. (Capital ,/ �.
Facilities for the proposed annexation area will be required to be identified and analyzed in the
upcoming amendment to the City's Comprehensive Plan as required by the Growth
Management Act.)
Water System, Sewer System, Wastewater Treatment Facili : Unless there are strong reasons
to operate these systems, we recommend that the Alderwood Water District continue to service
this area.
General Utility Note: Most likely the Alderwood Water district would keep the water, sewer
system and treatment plant. Their rate structure is different than the City's. Their water
customer rates would be the same or perhaps a little less than the City's. Presently, their
sewer rates are less than the City's. If a connection to METRO is done, however, the rates
would most likely far exceed the City's for those customers. If the area is annexed, their total
utility rates would be different from the rest of the City. This may or may not cause concerns
in the future by those residents.
Staffing: The proposed annexation would increase the service area based on road mileage
approximately 36%. Assuming the Alderwood Water District retains their utilities, the
Engineering Division would need one to three new employees, depending on the impact of
travel time to do work in the area. (Salary and benefits per Engineer is $40,000 plus $1,000
for equipment. There would also be a need for another staff car at a cost $16,000.)
Fire
Fire Protection Analysis - Study Area: For the purpose of this study, it really doesn't matter
whether the area considered in the proposes "Lynnwood Annexation" is part of the study or
not. The protection given this area would be the same, only the revenue would be different.
Current Level of Service for Picnic Point/Narma Beach Ares: The Norma Beach/Picnic Point
(NB/PP) area is currently served by Snohomish County Fire District #1 (F.D. #1). F.D.#1
currently employs 60 personnel and has 20 volunteers which staff four fire stations. F.D. #1
has a Class 4 rating for fire protection. The closest station to the NB/PP area is Station #3 at
Lake Serene, located at 13910 Serene Drive, near the intersection of Beverly Park -Edmonds
Road and Picnic Point Road. Station #3 currently houses two 1,500 gallon per minute (GPM)
fire engines and a BLS aid car. It is currently staffed with 12 paid personnel (a minimum of 3
personnel - 24 hours a day). F.D. #1 is currently reviewing an agreement with the City of
Lynnwood to contract for Fire Service. Within this agreement, the level of service would
not change.
Average response times for fire and medical aid calls for the NB/PP are is 4.5 minutes. The
number of calls for this area is estimated at 125 per year.
F.D. #1 has automatic aid agreements with neighboring jurisdictions (Edmonds, Lynnwood,
Mountlake Terrace and Mukilteo). Dispatching is provided through SNOCOM. With the
automatic aid agreements, units from all jurisdictions are automatically dispatched (based on

geographic location). These agreements provide back up and special equipment when needed,
i.e., ladder truck from Lynnwood or Edmonds, and, because this arrangement is equally
beneficial to all participating jurisdictions, there is no exchange of money involved.
F.D. #1 personnel also provide first response emergency medical services and are E.M.T.-D
certified. Second level of emergency medical response is provided by paramedic service
(Medic 7) dispatched from Stevens Hospital. F.D. #1 cost for Medic 7 service for 1991 is
$233,475 while the cost for dispatch services from SNOCOM is $67,795. This cost is the
total dollar amount for their entire district. The estimated cost for the NB/PP area would be
$38,647 for Medic 7 and $11,885 for SNOCOM.
Other service provided through F.D. #1 includes inspections and arson investigations, public
education, CPR training, school education programs, maintenance of hydrants and other
activities required to maintain a Class 4 rating. F.D. #1 has one Fire Marshal to provide these
functions.
Current Level of Service in Edmonds: Edmonds is served by a combination Paid/Part-Paid
Fire Department. The paid staff is composes on 1 Fire Chief, 2 Assistant Chiefs (one of which
is the Fire Marshal), 1 Inspector, 3 Captains, 3 Lieutenants, and 17 Firefighters. There are
currently 10 active part -paid personnel who provide back up and assistance to the paid staff.
The City is served by 2 fire stations: Station #7 at 250 5th Ave N, and Station #6 at 8505
Bowdoin Way. Both stations maintain a staff of 1 officer (Captain or Lieutenant) and 3
firefighters. The minimum level of staffing for each station is 3 for a total on -duty strength of
6 personnel for each 24 hour shift. Fire Station #7 has two pumpers 1,500 GPM, one BLS aid
car and a command vehicle, while Station #6 has one 1,000 GPM pumper, one 250 GPM mini -
pumper, a 65' Snorkle equipped with a 1,500 GPM pump with a compliment of ladders, and
an aid car. Edmonds also has a water rescue boat and dive team that is used for rescues
occurring in their jurisdiction of the Puget Sound waterway. Edmonds currently has a Class 4
rating for fire protection.
Edmonds also provides contract fire and emergency medical services to the Town of
Woodway.
The Edmonds Fire Department responded to 518 fire calls and 1,401 aid calls during the year
1990. These calls include the automatic aid calls as well as the calls to the Town of Woodway.
Other services provided by Edmonds Fire Department include inspections, arson
investigations, public education, CPR (36 classes, 420 citizens attendance in 1990), required to
maintaining skills to maintain a Class 4 rating.
Immediate Service Needs: In the event the NB/PP area was annexed to the City of Edmonds,
the process of providing service to the area could be handled in two ways.
1. Contract for service from F.D. #1 (or Lynnwood if their agreement is finalized).
2. Take over the operation of Station #3 from F.D. #1, hire the needed employees and
operate in the same manner as is currently happening in Edmonds.
Which of the above choices of service to use would depend on the time frame between the time
of approval of annexation and the finalized annexation. The cost of providing services under
these two choices would remain about the same since it would take the same amount of
resources.

Immediate Fiscal Im acts: In order to estimate immediate fiscal impacts, we need to make an
assumption that if this area was annexed, all the assets of Station #3 would transfer to the City
of Edmonds. In essence that would mean the station, furnishings, two pumpers and one aid
car would become the property of the City of Edmonds. The fiscal impact then would be the
cost of providing service out of this location. Regardless of whether we contracted with F.D.
#1 or Lynnwood, or staffed the station with Edmonds personnel - the cost would be
similar.
No increase in cost has been added for conducting prevention and investigation. The
anticipated work load would be handled by the staff of Fire Prevention in the short term.
Depending upon the anticipated inspections and investigations, a review would be done and
built into the long term service needs.
Long Term Service Needs: Most of the long term service needs would not change over the six
years; however, a review of fire prevention and investigation work load and staff time in
administration of the area would be needed to ascertain if there is sufficient staff to effectively
deal with the added personnel. If there is no further annexations (Esperance does not
annex), there may not be sufficient increase in workload to justify any additional
administrative positions. The present facilities at F.D. #1's Station #3 will be sufficient to
provide service into the 21st century. The fire apparatus and aid car would need to be built
into the department's apparatus replacement schedule so as to schedule adequate replacement
cost in maintaining the equipment housed at the station.
Long Term Fiscal Im ac : The long term fiscal needs would be those costs identified in the
Immediate Fiscal Impacts above along with the yearly cost adjustments (4%-6%) increases each
year. In addition to this cost adjustment would be the yearly apparatus replacement cost
identified for the replacement of fire apparatus and the aid car. This projection would be in
the area of $30,000 per year.
Summary: In summary, the City of Edmonds would be able to provide the current level of
Fire Service to the Norma Beach/Picnic Point area for an estimated cost of $687,000 a
year, plus dispatching cost ($50,532), plus increases of 4%-6% each year thereafter based
on the 1991 estimates. These services could be provided by contract with F.D. #1 or
Lynnwood, but it is preferable to provide these services through the Edmonds Fire
Department. This summary is also based on the premises that the Serene Lake Station #3
and the equipment would be transferred to the City of Edmonds.
Parks and Recreation
Two county parks lie within Norma Beach/Picnic Point annexation study area: Meadowdale
Park and Picnic Point Park. Meadowdale Park, a 100 acre site, is located south of Norma
Beach and west of 60th Avenue. Picnic Point Road is located on the west end of Picnic Point
Road and is a 15 acre site which was donated in 1980 to the County.
If the City of Edmonds is to consider the Norma Beach/Picnic Point annexation, the City
should in the short term (longer than 6 years) continue with a working relationship with
Snohomish County Parks and Recreation to keep the two sites within the Snohomish
County Parks and Recreation Division and work in the long term to purchase the two pieces
of park lands to be included in the inventory for the Edmonds park system.

Planning
Based on current levels of permit and development activity in the study area, we would expect
an approximately 30% increase in permit activity for our Division; this increase would not be
significantly different if Area B was incluced or excluded from any future annexation request.
To serve this added permit load, an additional three (3) planning positions would need to be
added. These would include a planner, an inspector, and a support technician. A car would be
needed for the inspector, and two computers would be needed to support permitting and
planning activities. Additional support costs include office furniture and equipment and money
for normal public information activities associated with permit processing. Other than these,
most additional costs would be recovered through permit fees.
Police
A long-term concern is that, because there is a significant amount of undeveloped land in the
study area, permit activity could significantly increase in the future as the Paine Field project
develops. Long range planning for the area would include developing consistent land use,
transportation, utilities, parks and capital facilities plans which are compatible with Edmonds'
existing plans.
In looking at the annexation, zoning, and visiting the area, these special considerations have
identified: Hiring more personnel will put the police department into a critical space needs
problem that will never be satisfied by putting in mobile office space. We will need to put a
mobile office or an office in the building at the Lake Serene Fire Station. New officers going
through step increases will add 5% to salaries for at least 5 years. They will also begin
receiving incentive pay (Educational/Fitness) within 1 year. (These incentives are as much as
7.5% of salary; these incentives are not included in the Summary.) There will be a delay in
hiring personnel and getting them on the street (hiring time, training time, and basic academy)
from 2 months to 1 year.
Our computer system is at a maximum now. Additional space will be expensive.
The Lynnwood jail is operating at its maximum. Many prisoners will have to be transported to
Everett. Municipal Court will need to operate more days with additional employees. Many of
the beaches in the area have difficult access for trespasser and public. We will have more
trespassing complaints and accidents when we extend our train track mileage.
The Boeing expansion will have a major impact on the on the population density of the area.
There is a large number of apartments in the area. Due to the transient nature of occupants we
will expect more call for service. The industrialcommercial areas will build up rapidly,
resulting in calls for service. There is a radio communications problem due to the distance
from our other police districts.
Back-up for officers will be a problem due to the distance from our other police districts.
Patrol cars will have to go through the city of Lynnwood to get to their districts. It would take
a patrol car 20 minutes to get from the raf north section of the annexation to the station.
Public Works
We understand that approximately 45 miles of roadways exist in this study area,increasing by
40% the total length of roadways to be maintained by the City. A similar maintenance

program being currently done in North Meadowdale will be required. This would include
maintenance of roadside shoulders such as mowing, vegetation trimming, and cleaning open
ditches. In the winter, snow and ice control would be maintenance intensive due to the hilly
terrain, shady areas and lack of alternative routes out of the neighborhood developments.
Other maintenance items would include roadway and crosswalk stripping and signing
installation and monitoring.
Staffing increase is estimated of four (4) new worker positions ($160,000 per year), one of
which would be a lead/foreman. New equipment would also be needed which would include
the following: A larger mower for vegetation control ($80,000), a flatbed truck ($20,000),
a second street sweeper ($130,000), a grader for both shoulder maintenance and snow/ice
removal ($100,000), and a 10 cubic yard capacity dump truck ($50,000). For budgeting
needs, all equipment would need to be purchased in the first year. Sinking fund and
operation cost are estimated at $60,500 per year.
Miscellaneous needs identified would be acquiring a storage area for sand and materials due to
the further travel distance required. Estimate $2,000 per year in rental site costs.
Facilities Maintenance Section: Some staffing increase will be required if a new facility is
developed for the Police and Eire Departments. The addition of one maintenance worker
and one janitor should be anticipated ($70,000 per year).
Water/Sewer Section: Presently water and sewer service in the study area is now provided by
Alderwood Sewer and Water District. As we understand, the area could continue to be served
by Alderwood.
Equipment Rental: It is assumed that additional police department vehicles will be required.
Also previously mentioned are new vehicles for the Street Section and possibly the
Water/Sewer Section. This increase in equipment and vehicles most likely will require an
additional mechanic position ($43,000).
The additional distance of this area to north of Edmonds will also require a new radio
transmitter and receiver station ($10,000) (this would be a one-time cost) so that radio contact
can be maintained with crews and other city vehicles.

Two county parks lie within the Norma Beach/Picnic Point annexation
study area; Meadowdale Park and Picnic Point Park.
Meadowdale Park, a 100 acre site, is located south of Norma Beach and
west of 60th Avenue. The site is located within the most urbanized
portion of the county, with an unusual blend of saltwater frontage and
woodland ravines. The site was acquired in 1971 and partially
improved in 1978 with HUD grant funds. The site has not been
effectively developed, and as of last report a master plan for the site
has not been prepared. The site can create some security problems for
the City and nearby residents due to its relative inaccessibility.
Currently, the County does house an on -site caretaker on the property.
The site needs a master plan and also an inventory of park needs in
this urban area of the annexation study area. The property could
provide for most of the park activities demanded by an urban
population, including waterfront uses, bridle trails, picnicking,
playground. Organizational camping could be encouraged and day use
educational programming and retreats could be established. The site is
also highlighted as a destination point for urban trail systems which
could extend from the site east to Snohomish County, or go north -
south between Everett and Edmonds. In the immediate, the City of
Edmonds should continue with the level of service provided at the site
and fund the continuation of an on -site caretaker. To upgrade the site
to be comparable with the levels of service Edmonds provides in all
other park facilities, the site would need to call for a master plan
and development dollars dedicated to it in the park capital fund
account.
Picnic Point Park is located on the west end of Picnic Point Road and
is a 15 acre site which was donated in 1980 to the County. It has
recently been improved with beach front access which crosses over the
railroad tracks. The site could have continued development
improvements to interconnect Meadowdale Park to realize a waterfront
trail system in the future. The Snohomish County Comprehensive Plan
supports urban trails in Picnic Point Park and should be a part of any
future planning if the City were to annex the site of interest and
assure that trail systems interlink all parks in the northern area.

In 1985, the Snohomish County Comprehensive Plan estimated that the
cost for park development at Meadowdale Park would be $1,420,712. They
indicated that the Picnic Point site could be done with in-house
services. The trails planned to connect Meadowdale and Picnic Point
are estimated to cost $399,600.
If the City of Edmonds is to consider the Norma Beach/Picnic Point
annexation as part of the Edmonds city limits, the City should in the
short term continue with a working relationship with Snohomish County
Parks and Recreation to keep the two sites within the Snohomish County
Parks and Recreation Division and work in the long term to purchase the
two pieces of park lands to be included in the inventory for the
Edmonds park system, and dedicate annual operation and maintenance
costs for each site.

Note 1 Population
Ms. Jo Pendergaft, Senior Planner for Snohomish County Planning Department
generated the population figures used for revenue calculations. The 1990 Baseline
population of 11,948 was increased by only 3% per year. Puget Sound Regional
Council estimates the population to be growing at a rate of 6-8% per year.
Note 2 Fire Protection
The collection of Property taxes is largely dependent upon when the annexation
proposal is approved by the voters, and ultimately, when it is finally approved by the
council. The current time table assumes that an election on the matter will occur in
November 1992 with the Council making the annexation official on January 1, 1993.
This will permit levying of property taxes before the February 28th deadline for
COLLECTION in 1994. Fire District 1 will continue to collect their levy throughout
1993 and will therefore provide Fire service. The property taxes shown in 1993 are

RESOLUTION OF THE CITY COUNCIL, THE CITY OF
EDMONDS, WASHINGTON, FINDING THAT ANNEXATION
OF CERTAIN UNINCORPORATED AREAS CONTIGUOUS TO
CITY AND KNOWN AS THE NORMA BEACH ANNEXATION
AREA WOULD BE IN THE BEST INTEREST AND GENERAL
WELFARE OF THE CITY OF EDMONDS; CALLING FOR AN
ELECTION TO BE HELD IN ORDER TO SUBMIT TO THE
VOTERS OF SUCH UNINCORPORATED AREA A PROPOSAL
FOR ANNEXATION, DESCRIBING THE BOUNDARIES OF
THE AREA TO BE ANNEXED; ESTIMATING THE NUMBER
OF VOTERS RESIDING IN SAID AREAS AS NEARLY AS
MAY BE ASCERTAINED FROM THE RECORDS OF THE
COUNTY, PROVIDING THAT THE COST OF ELECTION
SHALL BE PAID BY THE CITY; PROVIDING FOR THE
ZONING OF PROPERTY AND THE ASSUMPTION OF
EXISTING DEBT AND AUTHORIZING PROCEEDINGS BY
THE SNOHOMISH BOUNDARY REVIEW BOARD.
WHEREAS, the citizens of Norma Beach have filed petitions
with the City Clerk of the City of Edmonds calling for an election
to vote on the annexation of certain unincorporated areas
contiguous to the City, and
WHEREAS, said petitions appear to be signed by qualified
electors resident in such area far in excess of the ten percent
(10%) minimum total of votes cast in the last state general
election as specified by RCW 35A.14.015;
WHEREAS, Snohomish County Auditor has noted a technical
defect in the form of the petition which does not reflect
negatively on the validity of the signatures of the electors; and
WHEREAS, the Council finds it appropriate to authorize
said election in order to let the voters in the unincorporated area

express their opinion rather than require recirculation of the
petition,
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF EDMONDS,
WASHINGTON, HEREBY RESOLVES AS FOLLOWS:
Section 1. The City Council of the City of Edmonds finds
that the best interest and general welfare of the City of Edmonds
would be served by the annexation to the City of a certain
unincorporated area of the County contiguous to the city, known as
the Norma Beach Annexation Area and described herein in Section 2.
Section 2. The boundaries of the area to be annexed
shall be as set forth in "Exhibit A," attached hereto and
incorporated herein by this reference as if set forth in full.
Section 3. The number of registered voters residing
within the area proposed for annexation, as nearly as may be
determined from available county records, is 5,862.
Section 4. The City Council of the City of Edmonds,
Washington hereby calls for an election to be held in order to
submit to the voters of the unincorporated area of Norma Beach as
described in Exhibit A.
Section 5. The date of said election is to be determined
by the Snohomish County Auditor and Snohomish County Commissioners
following and subject to affirmative action by the Snohomish County
Boundary Review Board.' It is the desire of the City Council of the
City of Edmonds that said election be held, if possible, in

conjunction with the election on the day of

Section G. The City of Edmonds shall bear all costs of
the annexation election.
Section 7. Property within the annexation area shall be
zoned to the nearest City zoning classification which permits
existing legal uses to remain as conforming uses under the
provisions of the Edmonds Community Development Code, in order that
all citizens and property owners share in a full opportunity to be
heard concerning future zoning changes which might affect their
property.
Section 8. Upon annexation, all property within the
described annexation area shall, upon annexation, be assessed and
taxed at the same rate and on the same basis as property within the
city of Edmonds is assessed
and
taxed
to pay
for
all
the
outstanding indebtedness of
the
City
as set
forth
in
RCW
35A.14.015.
Section 9. The City Clerk is hereby directed to file a
certified copy of this resolution with the Board of Snohomish
County Commissioners and to file an additional certified copy of
this resolution with the Snohomish County Boundary Review Board.
Section 10. The staff of the City of Edmonds is hereby
directed to file with Snohomish County Boundary Review Board a
notice of intention f,or the annexation of the area set forth in
section 2 of this resolution, to pay the required initiator's fee

and to request a review by said boundary review board, paying such
fees as may be required pursuant to RCW 36.93.120.
Section 11. The notice of annexation election shall
describe the boundaries of the area described in Section 2 and
Exhibit A of this resolution, or as the same may be modified by the
boundary review board, and shall state the objects of the election
as stated in this resolution, and shall require the voters to cast
ballots which shall contain the words "for annexation" and "against
annexation" or words equivalent thereto.

is again pressing for annexation of the Picnic Point/Norma Beach area by the City of
Edmonds, and that they are implying that they have the support of the entire area in
this matter.
The Picnic Point Community Association is an organization of home owners along
Puget Sound Boulevard south of Picnic Point. The main purpose of this letter is to
point out that the Jenness group does not represent this area. If the City of Edmonds is
seriously considering annexation of this locality, we would be pleased to discuss the
matter with your representative.

During the Council's discussion on January 21 with advocates of the
annexation of Norma Beach, the Council has requested to 'lack for a

Review of the statute, specifically RCw chapter 35A.14 governing

proposed actions by the Boundary Review Board makes it clear that
what the City is being requaatad to do is to request. the Boundary
Review Board to review Lynnwood's annexation. Review by the Board
raay be invoked by:
1. Majority of the Boundary Review Board;
2. "Any government unit affected";
3. A petition by 5% or the registered voters or 51 of the
owners of property by assessed valuation within the area;
or
4. A petition by registered voters who deem themselves
effected and reside within one gUartar mile of the action
but not within the jurlwdiction proposing the action.
I note the process simply to advise the Council that it is likely
that, given the context, Lynnwood will consider a request for
review by the Council to be opposition to its annexation proposal.
Lynnwood has filed an appeal of Edmonds' responsible official's
Declaration of Non-Significanoo with reopeQt to potential
annexation of the aura by the City of Edmonds. Given that the

whether the City having requested review is expected to appear at
the hearing and present a position. You may wish to consider the

PURSUANT TO ITS FILING OF NOTICE OF INTENTION.
WHEREAS, the City of Lynnwood has filed its notice of
intention to annex and amend its boundaries to include areas lying
west of the present boundaries of the City of Lynnwood and north of
the current boundaries of the City of Edmonds in an area commonly
known as Norma Beach;
WHEREAS, the City has been contacted repeatedly by
citizens from this area expressing a desire and intention to annex
to the City of Edmonds;
WHEREAS, due to the failure of the City's Emergency
Medical Services Levy, the City Council has determined it
appropriate to continue such services pending an election through
general fund revenues of the City thereby limiting budget and
programs for fiscal year 1992 and has adopted an extremely
conservative fiscal policy in order to ameliorate such budget
effects;
WHEREAS, the City Council believes that the residents of
the Norma Beach area have provided information tending to indicate
a community of interest between the Norma Beach area and the City
of Edmonds but has declined to act in accordance with its

WHEREAS, the Council believes that the public process

SHALL BE PAID BY THE CITY; PROVIDING FOR THE
ZONING OF PROPERTY AND THE ASSUMPTION OF
EXISTING DEBT AND AUTHORIZING PROCEEDINGS BY
THE SNOHOMISH BOUNDARY REVIEW BOARD.
WHEREAS, the citizens of Norma Beach have filed petitions
with the City Clerk of the City of Edmonds calling for an election
to vote on the annexation of certain unincorporated areas
contiguous to the City, and
WHEREAS, said petitions appear to be signed by qualified
electors resident in such area far in excess of the ten percent
(10%) minimum total of votes cast in the last state general
election as specified by RCW 35A.14.015;
WHEREAS, Snohomish County Auditor has noted a technical
defect in the form of the petition which does not reflect
negatively on the validity of the signatures of the electors;.and
WHEREAS, the Council finds it appropriate to authorize
said election in order to let the voters in the unincorporated area

express their opinion rather than require recirculation of the
petition,
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF EDMONDS,
WASHINGTON, HEREBY RESOLVES AS FOLLOWS:
Section 1. The City Council of the City of Edmonds finds
that the best interest and general welfare of the City of Edmonds
would be served by the annexation to the City of a certain
unincorporated area of the County contiguous to the city, known as
the Norma Beach Annexation Area and described herein in Section 2.
Section 2. The boundaries of the area to be annexed
shall be as set forth in "Exhibit A," attached hereto and
incorporated herein by this reference as if set forth in full.
Section 3. The number of registered voters residing
within the area proposed for annexation, as nearly as may be
determined from available county records, is 5,862.
Section 4. The City Council of the City of Edmonds,
Washington hereby calls for an election to be held in order to
submit to the voters of the unincorporated area of Norma Beach as
described in Exhibit A.
Section 5. The date of said election is to be determined
by the Snohomish County Auditor and Snohomish County Commissioners
following and subject to affirmative action by the Snohomish County
Boundary Review Board. It is the desire of the City Council of the
City of Edmonds that said election be held, if possible, in

conjunction with the election on the day of

Section 6. The City of Edmonds shall bear all costs of
the annexation election.
Section 7. Property within the annexation area shall be
zoned to the nearest City zoning classification which permits
existing legal uses to remain as conforming uses under the
provisions of the Edmonds Community Development Code, in order that
all citizens and property owners share in a full opportunity to be
heard concerning future zoning changes which might affect their
property.
Section 8. Upon annexation, all property within the
described annexation area shall, upon annexation, be assessed and
taxed at the same rate and on the same basis as property within the
city of Edmonds is assessed and taxed to pay for all the
outstanding indebtedness of the City as set forth in RCW
35A.14.015.
Section 9. The City Clerk is hereby directed to file a
certified copy of this resolution with the Board of Snohomish
County Commissioners and to file an additional certified copy of
this resolution with the Snohomish County Boundary Review Board.
Section 10. The staff of the City of Edmonds is hereby
directed to file with Snohomish County Boundary Review Board a
notice of intention for the annexation of the area set forth in
section 2 of this resolution, to pay the required initiator's fee

and to request a review by said boundary review board, paying such
fees as may be required pursuant to RCW 36.93.120.
Section 11. The notice of annexation election shall
describe the boundaries of the area described in Section 2 and
Exhibit A of this resolution, or as the same may be modified by the
boundary review board, and shall state the objects of the election
as stated in this resolution, and shall require the voters to cast
ballots which shall contain the words "for annexation" and "against
annexation" or words equivalent thereto.

SUBJECT: NORMA BEACH ANNEXATION
After reading the letter from the R.A.L.A. organization, I have some con-
cerns about the meeting on October 15.
I believe unless the Council is very careful, this group would like to play
the City of Edmonds as an ally to help them get Lynnwood's Annexation de-
feated in November.
I would strongly suggest that the Council take NO action on this issue
until after the November 5 Annexation Vote. Our relationship with the City
of Lynnwood is far too valuable to jeopardize it over a territorial battle
going on up north. It would be similar to the A.C.E. group in Esperance
trying to get Lynnwood to express interest in annexing Esperance prior to
the annexation vote to Edmonds.

VOTERS OF SUCH UNINCORPORATED AREA A PROPOSAL
FOR ANNEXATION, DESCRIBING THE BOUNDARIES OF
THE AREA TO BE ANNEXED; ESTIMATING THE NUMBER
OF VOTERS RESIDING IN SAID AREAS AS NEARLY AS
MAY BE ASCERTAINED FROM THE RECORDS OF THE
COUNTY, PROVIDING THAT THE COST OF ELECTION
SHALL BE PAID BY THE CITY; PROVIDING FOR THE
ZONING OF PROPERTY AND THE ASSUMPTION OF
EXISTING DEBT AND AUTHORIZING PROCEEDINGS BY
THE SNOHOMISH BOUNDARY REVIEW BOARD.
WHEREAS, the citizens of March Beach have filed
petitions with the City Clerk of the City of Edmonds calling for an
election to vote on the annexation of certain unincorporated areas
contiguous to the City, and
WHEREAS, said petitions appear to be signed by qualified
electors resident in such area far in excess of the ten percent
(10%) minimum total of votes cast in the last state general
election as specified by RCW 35A.14.015;
WHEREAS, Snohomish County Auditor has noted a technical
defect in the form of the petition which does not reflect
negatively on the validity of the signatures of the electors; and
WHEREAS, the Council finds it appropriate to authorize
said election in order to let the voters in the unincorporated area

express their opinion rather than require recirculation of the
petition,
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF EDMONDS,
WASHINGTON, HEREBY RESOLVES AS FOLLOWS:
Section 1. The City Council of the City of Edmonds finds
that the best interest and general welfare of the City of Edmonds
would be served by the annexation to the City of a certain
unincorporated area of the County contiguous to the city, known as
the Beach Annexation Area and described herein in Section 2.
Section 2. The boundaries of the area to be annexed
shall be as set forth in "Exhibit A," attached hereto and
incorporated herein by this reference as if set forth in full.
Section 3. The number of registered voters residing
within the area proposed for annexation, as nearly as may be
determined from available county records, is
Section 4. The City Council of the City of Edmonds,
Washington hereby calls for an election to be held in order to
submit to the voters of the unincorporated area of M Beach as
described in Exhibit A.
Section 5. The date of said election is to be determined
by the Snohomish County Auditor and Snohomish County County
Commissioners following and subject to affirmative action by the
Snohomish County Boundary Review Board. It is the desire of the
City Council of the City of Edmonds that said election be held, if

possible, in conjunction with the election on the day of
, 199_
Section 5. The City of Edmonds shall bear all costs of
the annexation election.
Section 7. Property within the annexation area shall be
zoned to the nearest City zoning classification which permits
existing legal uses to remain as conforming uses under the
provisions of the Edmonds Community Development Code, in order that
all citizens and property owners share in a full opportunity to be
heard concerning future zoning changes which might affect their
property.
Section 8. Upon annexation, all property within the
described annexation area shall, upon annexation, be assessed and
taxed at the same rate and on the same basis as property within the
city of Edmonds is assessed and taxed to pay for all the
outstanding indebtedness of the City as set forth in RCW
35A.14.015.
Section 9. The City Clerk is hereby directed to file a
certified copy of this resolution with the Board of Snohomish
County Commissioners and to file an additional certified copy of
this resolution with the Snohomish County Boundary Review Board.
Section 10. The staff of the City of Edmonds is hereby
directed to file with Snohomish County Boundary Review Board a
notice of intention for the annexation of the area set forth in
section 2 of this resolution, to pay the required initiator's fee

and to request a review by said boundary review board, paying such
fees as may be required pursuant to RCW 36.93.120.
Section 11. The notice of annexation election shall
describe the boundaries of the area described in Section 2 and
Exhibit A of this resolution, or as the same may be modified by the
boundary review board, and shall state the objects of the election
as stated in this resolution, and shall require the voters to cast
which shall contain the words "for annexation" and "against
annexation" or words equivalent thereto.

On August 2nd your division requested that each department
complete a study of the Picnic Point/Norma Beach area review-
ing the impact of annexation to the City of Edmonds should
those residents request or petition to do so.
Attached is the study that I have completed. The information
was gained from the following sources:
- Harbor Pointe Annexation Fiscal Analysis
- Interviews with John Dolan, Director of Snohomish
County Fire District #1
- Interviews with Ed Klein, Director of SNOCOM
- 1991 Budget from the Edmonds Fire Department
I hope this information will be helpful in your complete study
of this area.

PICNIC POINT/NORMA BEACH ANNEXATION STUDY
FIRE PROTECTION ANALYSIS - STUDY AREA:
For the purpose of this study, it really doesn't matter
whether the area considered in the proposed "Lynnwood
Annexation" is part of the study or not. The protection
given this area would be the same, only the revenue would
be different.
CURRENT LEVEL OF SERVICE FOR PICNIC POINT/NORMA BEACH AREA::
The Picnic Point/Norma Beach area is currently served by
Snohomish County Fire District #1 (F.D. #1). F.D. #1
currently employes 60 personnel and has 20 volunteers
which staff four fire stations. F.D. #1 has a Class 4
rating for fire protection.
The closest station to the Picnic Point/Norma Beach area
is Station #3 at Lake Serene, located at 13910 Serene
Drive, near the intersection of Beverly Park -Edmonds Road
and Picnic Point Road. Station #3 currently houses two
1,500 gallon per minute (G.P.M.)-fire engines and a BLS
aid car. It is currently staffed with 12 paid personnel
(a minimum of 3 personnel - 24 hours a day). F.D. #1 is
currently reviewing an agreement with the City of Lynn-
wood to contract for Fire Service. Within this agree-
ment, the level of service would not change.
Average response times for fire and medical aid calls for
the Picnic Point/Norma Beach area is 4.5 minutes. The
number of calls for this drea is estimated at 125 per
year.
F.D. #1 has automatic aid agreements with neighboring
jurisdictions (Edmonds, Lynnwood, Mountlake Terrace and
Mukilteo). Dispatching is provided through SNOCOM. With
the automatic aid agreements, units from all jurisdic-
tions are automatically dispatched (based on geographic
location). These agreements provide back up and special
equipment when needed, i.e., ladder truck from Lynnwood
or Edmonds and, because this arrangement is equally bene-
ficial to all participating jurisdictions, there is no
exchange of money involved.
F.D. #1 personnel also provide first response emergency
medical services and are E.M.T.-D certified. Second
level of emergency medical response is provided by para-
medic service (Medic 7) dispatched from Stevens Hospital.
F.D. #1 cost for the Medic 7 service for 1991 is $233,475
while the cost for dispatch services from SNOCOM is
$67,795. This cost is the total dollar amount for their
entire district. The estimated cost for the Picnic
Point/Norma Beach area would be $38,647 for Medic 7 and
$11,885 for SNOCOM.
Other service provided through F.D. #1 includes inspec-
tions and arson investigations, public education, CPR
training, school education programs, maintenance of hy-
drants and other activities required to maintain a Class
4 rating. F.D. #1 has one Fire Marshal to provide these
functions.
CURRENT LEVEL OF SERVICE IN EDMONDS:
Edmonds is served by a combination Paid/Part-Paid Fire
Department. The paid staff is composed of one (1) Fire
Chief, Two (2) Assistant Chiefs (one of which is the Fire
Marshal), one (1) Inspector, three (3) Captains, three
(3) Lieutenants, and eighteen (18) Firefighters. There
are currently ten (10) active part -paid personnel who
provide back up and assistance to the paid staff. The
City is served by two (2) fire stations: Station #7 at
250-5th Avenue North, and Station 6 at 8505 Bowdoin Way.
Both stations maintain a staff of one (1) officer (Cap-
tain or Lieutenant) and three (3) firefighters. The
minimum level of staffing for each station is three (3)
for a total on -duty strength of six personnel for each 24
hours shift. Fire Station #7 has two pumpers 1,500 GPM,
one BLS aid car and a command vehicle, while Station #6
has one (1) 1,000 GPM pumper, one (1) 250 GPM mini -pump-
er, a 65' Snorkle equipped with a 1,500 GPM pump with a
compliment of ladders, and an aid car. Edmonds also has
a water rescue boat and dive team that is used for res-
cues occurring in their jurisdiction of the Puget Sound
waterway. Edmonds currently has a Class 4 rating for
fire protection.
Edmonds also provides contract fire and emergency medical
services to the Town of Woodway.
The Edmonds Fire Department responded to 518 fire calls
and 1,401 aid calls during the year 1990. These calls
include the automatic aid calls as well as the calls to
the Town of Woodway.
Other services provided by Edmonds Fire Department in-
clude inspections, arson investigations, public educa-
tion, CPR (36 classes, 420 citizens attendance in 1990),
maintenance of hydrants, rescue boat and other activities
required to maintaining skills to maintain a Class 4
rating.
IMMEDIATE SERVICE NEEDS:
In the event the Picnic Point/Norma Beach area was an-
nexed to the City of Edmonds, the process of providing
service to the area could be handled in two (2) ways.
1. Contract for service from F.D. #1 (or Lynnwood if
their agreement is finalized).
2. Take over the operation of Station #3 from F.D.
#1, hire the needed employees and operate in the
same manner as is currently happening in Edmonds.
Which of the above choices of service to use would depend
on the time frame between the time of approval of annexa-
tion and the finalized annexation. The cost of providing
services under these two choices would remain about the
same since it would take the same amount of resources.
IMMEDIATE FISCAL IMPACTS:
In order to estimate immediate fiscal impacts, we need to
make an assumption that if this area was annexed, all the
assets of Station #3 would transfer to the City of
Edmonds. In essence that would mean the station, furnish-
ings, two (2) pumpers and one aid car would become the
property of the City of Edmonds. The fiscal impact then
would be the cost of providing service out of this loca-
tion. Regardless of whether we contracted with F.D. #1 or
Lynnwood, or staffed the station with Edmonds personnel -
the cost would be similar. Personnel and station operat-
ing cost, using the 1991 year as a basis, would be estimat-
ed as follows:

In addition, the cost of providing alarm/dispatch communi-
cation and the Medic 7 service would be $50,532 per year
(see attachment).
No increase in cost has been added for conducting preven-
tion and investigation. The anticipated work load would
be handled by the staff of Fire Prevention in the short
term. Depending upon the anticipated inspections and
investigations, a review would be done and built into the
long term service needs.
LONG TERM SERVICE NEEDS:
Most of the long term service needs would not change over
the next six (6) years; however, a review of fire preven-
tion and investigation work load and staff time in admin-
istration of the area would be needed to ascertain if
there is sufficient staff to effectively deal with the
added personnel. If there is no further annexations
(Esperance does not annex), there may not be sufficient
increase in workload to justify any additional administra-
tive positions. The present facilities at F.D. #1's
Station #3 will be sufficient to provide service into the
21st century. The fire apparatus and aid car would need
to be built into the department's apparatus replacement
schedule so as to schedule adequate replacement cost in
maintaining the equipment housed at the station.
LONG TERM FISCAL IMPACTS:
The long term fiscal needs would be those costs identi-
fied in the Immediate Fiscal Impacts above along with the
yearly cost adjustments (4-6%) increases each year. In
addition to this cost adjustment would be the yearly
apparatus replacement cost identified for the replacement
of fire apparatus and the aid car. This projection would
be in the area of $30,000 per year.
SUMMARY
In summary, the City of Edmonds would be able to provide
the current level of Fire Service to the Picnic Point/
Norma Beach area for an estimated cost of $687,000 a
year, plus dispatching cost, plus increases of 4-6% each
year thereafter based on the 1991 estimates. These ser-
vices could be provided by contact with F.D. #1 or Lynn-
wood, but it is preferable to provide these services
through the Edmonds Fire Department. This summary is
also based on the premises that the Serene Lake Station
#3 and the equipment would be transferred to the City of
Edmonds.

Picnic Point - Norma Beach Assessment Study
PURPOSE:
This study done at the request of the Edmonds Fire Chief to give
estimates of the assessments that are made for the Picnic Point - Norma
Beach areas. Numerous estimates and assumptions are made, and it must
be remembered that the figures obtained are rough estimates which are
only valid if the assumptions prove valid (or even close).
ASSUMPTIONS:
The percentages of calls, valuation, and population is assumed to be
constant and accurate. These will provide us with constant figures to be
used through the study and appear in the Data section to follow.
Percentages established for Medic 7 shall be applied to SNOCOM data in
the absence of any other data. Picnic Point/Norma Beach constitutes grids
508, 509,510,557,558,559,560,607,608,609,610.

The Edmonds City Council has spent a number of months reviewing the foreseeable
impacts of Edmonds annexing the Norma Beach and Picnic Point areas of unincorporated
Snohomish County. You and other residents have played an important role in this review
and have contributed significantly to the City's knowledge of your area. We are very
appreciative of the guided tours and the excellent analytical backup you provided to our
staff,
The City finds that annexation at this time presents too great a fiscal risk to be justified.
While operating revenues appear to exceed operating expenditures in the first six years, it
appears likely that significant capital expenditures are on the horizon in this area.
Drainage and roads are the primary areas of concern. One or two major projects alone will
ti the balance of the fiscal equation. In addition, the City is concerned with the prospect
oservicing a geographic area commencing a distance greater than six miles from our civic
center.
The City does not regret the time it has spent in analyzing this issue and acknowledges that
its awareness of your concerns has increased because of this process. The City intends to
continue to work with Lynnwood, Mukilteo, and the County in joint planning of your area.
The City still supports the concept of an open hearing at the Boundary Review Roard to
ensure open and full public debate. The City wishes you and your neighbors the very best
of luck and thanks you for your considerable investment of time and effort. It was a
