All present joined in the flag salute. It was noted that Council President Palmer will receive the warrants in his: Friday packet in the future. COUNCIL PRESIDENT PALMER MOVED, SECONDED BY COUNCILMEMBER PETRUZZI', FOR APPROVAL OF CLAIMS WARRANTS FOR WEEK OF JULY 20, 1992. (ITEM (C) ON THE CONSENT AGENDA) MOTION CARRIED. Councilmember Dwyer arrived at 7:04 p.m. INTRODUCTION OF AMERICAN DISABILITIES ACT ADVISORY COMMITTEE , _. Personnel Manager Brent Hunter said last month, the City Council approved the City's new ACCOMMO- DATION OF THE DISABLED.POLICY. This policy was formulated to meet the requirements of the Ameri- cans with Disabi ities'Act. The policy establishes the ADA Advisory Committee, which is composed of three Edmonds residents who represent the disabled persons in the community. Mr. Hunter said the Committee's functiion is to help improve the accessibility for the disabled in using the City's facilities and.=services. Mr. Hunter introduced the three members of the Committee: Mr. George Basioli, Mr. Kenneth Lowder, and Ms. Shirley Blackbourn. Mr. Hunter said he has already received input from tile. committee members with regards to improving accessibility for the handi- capped. - Mayor Hall and the Council welcomed and thanked the members of the ADA Advisory Committee. Mayor Hall gave a brief background on each member of the Committee. PRESENTATION ON USS HORNET AND USS MIDWAY BY DAVE MOORE Mr. Moore was not present in the audience, therefore, no presentation was made on this subject. PRESENTATION ON RESULTS OF PUBLIC OPINION ISSUES ON GROWTH MANAGEMENT PLAN Rob Chave, Planning Manager, said public open house meetings were held on Wednesday, July 9, frore 5:00 p.m, until 8:00 p.m. at the Plaza Room, and on Thursday, July 14, from 4:30 p.m. until 7:30 p.m. at the Meadowdale Club House. Approximately 160 people attended the Plaza Room meeting, and k�^,AoyL�40 people attended the meeting in the Meadowdale Club House. �p r�v� Mr. Chave said maps and drawings were available for public viewing and information, and discussed with the Mayor and Council, methods used to obtain public ideas and feedback. Mr. Chave said photographs were displayed to the public depicting various types and styes of housing, and said the public was then asked to "rate" their preference. Mr. Chave distributed a "Photo Impressions Summary" to the Mayor and Council which showed the results of the ratings. Included in the Photo Impressions Summary were the 10 photographs of various types of housings that were used to gain information from the public on their preference of housing style. Mr. Chave presented view foils to the Mayor and Council depicting the same photographs included in the Photo Impressions Summary. Mr. Chave said Planning and Growth Management public participation workshop materials are on display in the back of the Council Chambers; should anyone wish to view them. As this was an informational presentation, no action was required from the Council. PRESENTATION ON "A GUIDE TO LAND USE AND PUBLIC TRANSPORTATION" BY JOHN DEWHIRST OF SNO-TRAN Mr. Dewhirst, Senior Project Planner for Sno-Tran, gave a presentation to the Mayor and Council concerning the booklet entitled " A Guide to Land Use and Public Transportation.". The guide r� { explores the relationship of land use and design to improved transportation, and provides sugges- fo tions on how to encourage transportation -friendly development. �V(/`' Mr. Dewhirst introduced the issues contained within the guide by showing a 12 minute narrated slide presentation. Mr. Dewhirst said the most important thing the Council could do when going through the Growth Management Process, is to start looking and solving some of the transportation problems in the County and Edmonds. Mr. Dewhirst said of all the cities in the County, Edmonds has done one of the better jobs in designing and implementing pedestrian thoroughfares, and com- mended the Mayor and Council for their efforts. Councilmember Kasper asked if Reid -Middleton, the City's consultant for the Waterfront Study, ever asked for input from Sno-Tran, and Mr. Dewhirst replied negatively. Councilmember Earling said Community Transit has been involved in the TDM Program, and asked if cities will also be asked to implement that as part of their programs. Mr. Dewhirst said current- ly, cities who have employers over 100 employees are being asked to implement the TDM legisla- tion. Councilmember Earling asked if the City of Edmonds will also be implementing the program, It was noted by Bob Alberts, City. Engineer, that the City of Edmonds does not meet the criteria because of the multiple buildings, which results in no more than 100 individuals in any one build- ing. Council President Palmer said one of the biggest challenges the City of Edmonds faces as a coast community, is trying to point out to the State that the City of Edmonds would like like to pro- vide room for growth, however, said the State has shown little interest in things like passenger only ferries. Council President Palmer said the City of Edmonds is experiencing a steady increase on the number of vehicles being transported through the City of Edmonds, via the ferry system in Edmonds. Councilmember Petruzzi asked Mr. Dewhirst if the Washington State Ferry System has ever had any conversations or sought recommendations from Sno-Tran regarding the transportation system in Edmonds, including the ferry dock. Mr. Dewhirst said they have been invited on several occasions to participate in transportation discussions, however, have chosen not to participate as of this date. Councilmember Petruzzi said the Washington State Ferry System doesn't seem to be concerned with what the actual traffic impacts are to -the individual cities. The Mayor and Council thanked Mr. Dewhirst for his presentation. FINAL COUNCIL APPROVED MINUTES Page 2 July 28, 1992 Before the next subject began, Mayor Hall recognized and welcomed in the audience, city employees Ray Johnson, Project Engineer, Wastewater Treatment Plant; Doug Farmen, Accountant; Finance De- partment; and Pat Heppler, Firefighter. Mayor Hall also acknowledged in the audience, Don Stay, Port Commissioner. PRESENTATION ON "URBAN DESIGN GUIDELINES" AND DISCUSSION OF SNOHOMISH COUNTY TOMORROW PROCESS. Dennis Derickson, Special Projects Coordinator with Snohomish County, gave a slide presentation on the "Residential Development Handbook for Snohomish County Communities". The handbook, in a visual format, provided techniques to improve the quality, compatibility, and design of housing in Snohomish County. Larry Naughten, Snohomish County Tomorrow Coordinator, addressed the Mayor and Council on issues relating to the Snohomish County Tomorrow process and the status of the County -wide Policies. Mr. S a�D Naughten noted the Snohomish County Steering Committee will be holding a two-day workshop on V� µk`� September 11 and 12, 1992. Mr. Naughten said on September 23, 1992, the Steering Committee will COWIJJ recommend the Policy to the Council for adoption, and then the Policies will then go to the Coun- �c44 ty Council for additional public hearings and final adoption. Mr. Naughten said the Policies will 6 0 then become the frame work for the development of a new City Comprehensive Plan. Mr. Naughten said since there is no formal ratification process in Snohomish County, the process used to adopt the Policies is the Steering Committee will recommend the Policy, through a consensus or a weight- ed vote, to the County Council. Councilmember Petruzzi said Snohomish County Tomorrow should utilize Roberts Rules of order to conduct their meetings, as the City of Edmonds is not getting fairly represented by the current procedure. Councilmember Petruzzi said it is supposed to be a collaborative process between the cities and County, however, the current process does not allow for that to happen. Councilmember Petruzzi said the individual cities lose much of their identity in the voting meth- od currently used. Councilmember Petruzzi asked Mr. Naughten why the ratification process is not utilized in Snohomish County Tomorrow, and Mr. Naughten said he didn't know the reason, however, stated to the best of his knowledge, King County is the only County that utilizes a ratification process. .Council President Palmer asked Mr. Naughten what would happen if a city determines they cannot accommodate the population or density projection, and cannot find a willing city to take the additional portion. Mr. Naughten said he did not know the answer to that question, however, didn't think it would ever come down to that, as the Cities would not be asked to take any more capacity than it could handle. Mr. Naughten distributed to the Mayor and Council, maps indicating the City's urban growth areas, and informational materials regarding density. Rob Chave, Planning Manager, said the focus of the Interlocal Agreement is on the unincorporated areas within the planning areas. Mr. Chave said it would be of benefit to the City to sign the Interlocal Agreement, as there are provisions which allow to withdrawal at any time, if Edmonds chooses to do so. Mr. Chave said the Interim Policy must be in place by July of 1993, as mandated by the legislature. The Mayor and Council thanked Mr. Naughten and Mr. Derickson for their presentations. INTRODUCTORY PRESENTATION ON TRANSPORTATION PLAN STUDY Bob Alberts, City Engineer, said Bell -Walker and Associates were retained by the City as the consultants to prepare a transportation study in conformance with the Growth Management Act. Mr. David Zlinsky, associate of Bell -Walker, reviewed the Transportation Study Work Program with OA%) the Mayor and Council. Mr. Zlinsky noted a copy of the Work Program was attached to the Agenda Memo. Mr. Zlinsky presented view foils which outlined the tasks that will be performed in preparing the City of Edmonds Transportation Study, as well as the schedule for implementing the tasks. Mr. Zlinsky said this is the "kick-off" meeting, and is one of a series of public involvement meet- ings that will be held. Councilmember Kasper asked Mr. Zlinsky how Bell -Walker is going to integrate what the ramifica- tions are on the current location of the ferry dock versus if the ferry was moved to the Union Oil site. Mr. Zlinsky said the City of Edmonds has been very specific in saying where they want the ferry terminal as contained within the City's Position Paper. Unless there is a change in that position, Mr. Zlinsky said Bell -Walker will perform the study based on that information. FINAL COUNCIL APPROVED MINUTES Page 3 July 28, 1992 Council President Palmer said one particular concern of the business community is how it affects the ability of the ferry users to access the downtown business area, and what the effect would be if the ferry dock was moved. Councilmember Earling noted some pages of the Transportation Study Work Plan are missing, and )u,A,'� City Clerk Rhonda March said she would provide a complete copy to all Councilmembers. MAYOR Mayor Hall said she would like the Council to interview a planning board candidate at 6:45 p.m, VA August 4, prior to the start of the -Council Meeting. D Mayor Hall referenced a liquor license application from Rocky Mini Mart, in which Chief Prinz C recommends approval. No objections were noted by the Council. COUNCIL Council President Palmer said Resolution 752 supporting Edmonds School District in their mission to implement the goals of America 2000 will be available at the August 4 Council Meeting for Council signatures. As a procedural matter at 10:00 p.m., COUNCILMEMBER EARLING MOVED, SECONDED BY COUNCILMEMBER PETRUZZI, TO EXTEND THE MEETING 10 MINUTES. MOTION CARRIED. Council President Palmer noted that Washington Natural Gas plans to raise the price of natural gas by 19%. He said this should be kept in mind, as Yost Pool uses natural gas to heat the boil- ers. Council President Palmer said the Snohomish Edition of the Seattle Times has printed that the Army Reserve wants to keep their helicopter operation at Paine Field. Council President Palmer said their current lease is about to expire which has an option for a five year renewal, and the the Army Reserve is talking about wanting additional options beyond that. Council President Palm- er said helicopters account for many of noise complaints from residents of Edmonds, and he asked the Council for approval to send a letter to the County opposing the granting of any additional options beyond the contractual five year option, unless there is some kind of a demonstrated security need for continuing their facility at that location. As no objections were heard, Coun- cil President Palmer said he would send a letter. Council President Palmer asked that Staff update the Council on the grease problem at the Treat- ment Plant. Cow Councilmember Petruzzi said the Lady Washington will make a return visit to Edmonds harbor on August 12 for a three day visit, thanks to the Chamber of Commerce and the Port of Edmonds. y 1� Councilmember Petruzzi said the Edmonds Visitors Bureau has produced two television advertise- ments, and said he could show them to the Council at an upcoming Council meeting, if anyone is interested. 1 Councilmember Earling said he would like Staff to update the Council monthly on growth management Cov„v--c-' issues.
