As you have subsequently indicated to me by telephone, the as -built utility drawings have been sub- mitted and are acceptable to the City. The remaining item then is the provision of water service to the lots. Our intention is to provide such service at the time when dwellings are constructed on the lots. No schedule for construction has been established at this time. We believe that this -,.approach is legitimate -based on the following considerations: 1.The final engineering requirements for this short plat, dated May 19, 1988, did not include installation of water service. 2. The water lines were added to the Grading, Sewer and TESC Plan in response to a last-minute request from the City prior to plan approval. 3. In discussions with the City Water Dept.my engineer, Max Meyring, was told that water meters would be required to terminate the water lines and, that, per a new policy, we would be required to purchase said meters at a cost of about $750.00 each. 4. Since there is no plan to build on these lots in the near future, these expensive meters would be unused and su"bject to damage for an extended period of time. 5. The City authorized the final paving of streets without installation:.>of water service. 6. At this point there is no practical justification for tearing up the new paving just to install water lines. The paving will have to be torn up again during constrction of dwellings to allow installation of other utilities such as natural gas. Please note that this letter is co -signed by Einar H.
